EoI Short term expert to issue diagnostic of repair of CNC machines - 18.2208.9-001.00 QuaVet

 General information

 

a.Brief information on the project

The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy.

Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labor market.

 

b.Context

The public technical schools have existing BT in Maintenance of manufacturing machines, but the curricula are outdated and do not present a consistent content in terms of hour distribution and type of subjects. Recently a tentative of standardisation was carried out by GIZ in the frame of the QuA-VET project, setting common general education subjects in BT1 and BT2 for all programmes and stating the number of hours for theoretical subjects and practical activities (Travaux Pratiques). The TP is delivered in a school workshop where the trainees practice the use of tools and materials typical of the occupation.

Currently the number of hours for practical training at BT level is not sufficient to develop the practical competences of the students. Eventually the project will propose a model to the DGVTE containing 2 to 4 TP in a year with 50 to 80 hours per TP.

 

c.Outline of the mission

To achieve the targets of practical trainings in TVET schools, the use of professional, safe and functioning machines is necessary. The STE begins his/her mission with a thorough assessment of the existing CNC machines at the 9 technical schools and institures assigned by the QuA-VET project:

  • Zgharta Technical Institute (2 machines)
  • Al Hermel Technical Institute (1 machine)
  • Arsal Technical Institute (1 machine)
  • Zahle Technical Institute (1 machine)
  • Riyak Technical Institute (1 machine)
  • Bekaa Industrial Institute (3 machines)
  • Nabatiyeh Technical Institute (3 machines)
  • Chehim Technical Institute (2 machines)
  • Saida Technical Institute (3 machines)

 

All the above listed schools have mechanical workshops with a number of professional machines, that are maintained and used to very different extends. The QuA-VET project needs to assess the state of the existing CNC machines and estimate the amount of repair and maintenance needed before starting the trainings.

The STE will visit all schools and inspect the CNC machines in the technical workshops according to the given list of CNC machines. Using his/her experience in the domaine of maintenance, the STE needs to identify for each of them the maintenance interventions that should be carried out to make them work properly, and the machine electricity consumption to work in a safe manner. Specifications of spare parts to be used should be also included in the assessment. A document organised by schools and by equipment should be delivered and should include the description and the details of the interventions required with the indicative cost for the spare parts and materials and for the work to be done.

 

d.Description of the activities to be performed by the STE:

  • Assess and report the condition of CNC machines for each one of total 9 schools or institutes as per the following:
  • Conduct an assessment for all the CNC machines in the workshop of each one of the 9 DGVTE schools by turning ON the machine and performing tests.
  • Register and report the condition of all the machines and equipment to QuA-VET project team members (notes and pictures).
  • Register and report about the required human resources, time and cost necessary to achieve the maintenance and repair. The previously mentioned requirements should be clearly specified and quantified per machine with an indicative cost in USD.
  • Provide a bill of quantity for all the required supplies (spare parts, consumables)  needed for the maintenance and repair implementation with an indicative cost in USD.
  • Submit the report for approval and take corrective actions based on the revision by the QuA-VET team.
  • Carry on all activities necessary for the accomplishment of the required outputs / results in full coordination with the project team and be flexible to any arising tasks that will serve the mission objectives.
  • Inform and consult the project team during the whole mission and as necessary.
  • Be accessible after the short-term mission for follow-up shall a maintenance issue arise.
  • Coordinate with QuA-VET and the school managaments for the visit schedules.
  • Ensure with the schools that the electricity will be available in the workshop on the day of the visit.

 

Qualifications of proposed Expert:

Qualification:

  • University degree at bachelor level in mechanical, electrical or industrial engineering or alternatively a TS degree (or equivalent in a mechanic discipline) with 5 additional years of working experience in the mechanical maintenance sector (preferred requirement)

General professional experience:

  • At least 5 years of working experience as a CNC machines repair personel (minimum requirement)
  • At least 3 years of working experience in evaluating and assessing machines conditions in addition to troubleshooting and failure analysis related to CNC machines (minimum requirement)

Specific professional experience:

  • At least 2 years working as workshop manager in the field of machine maintenance (preferred requirement)
  • Previous experience with international projects is an asset

Others:

  • Proficient in use of MS Office (Power Point, Word, Excel, Outlook)
  • Willingness to travel within Lebanon

 

Experience in the region/knowledge of the country

  • At least 2 years working experience in Lebanon (minimum requirement)

 

  Language skills - business fluency in:

  • English: C1 level (minimum requirement)
  • Arabic: C2 level (minimum requirement)

Shortlisted candidates will undergo an interview with QuA-VET staff, followed by a practical assessment.

Only the participant that delivers all the outputs of the assessment according to fixed quality criteria with the highest score, will be contracted as short-term expert.
