Deputy Shelter Manager

INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

TENTATIVE VACANCY

 

Job Title          : Deputy Shelter Manager

Reports to       : Administratively to HOB/project manager and Technically to the WaSH and Shelter Manager

Duty Station    : North and Akkar governorates with regular field visits

Position Type : Full Time

 

Job Purpose:

The Deputy Shelter Manager is part of the INTERSOS Shelter Team; he/she reports directly to The HOB/ Project Manager and he/she will coordinate and support the implementation of Shelter-related activities in areas of intervention ensuring an efficient implementation as well as support the project manager and the Wash and Shelter Manager with the reporting submissions, management of  field  staff,  monitoring of  the  activities that  will  be  implemented  and  in  the planning to meet the targets and determinate the challenges. In particular, the Deputy Shelter Manager will be in charge of the shelter response in North  Lebanon.

Generic Duties:

1.   Monitor and report on the project activities and ensure compliance with plans and INTERSOS- Shelter Sector  standards

2.   Prepare and file relevant documents according to procedures

3.   Organize and implement the construction works on the field in coordination with the field staff.

4.   Report on the running activities in the implementation areas.

5.   Prepare concept notes, MoUs, and monitoring plan for all the related project

6.    Prepare reports, work plans, and any other relevant activities and share with PM and Wash and Shelter Manager

7.   Manage and supervise the Shelter/WASH field Staff

8.   Prepare reports and Monitor the implementation of activities with the shelter/WASH team

9.    Coordinate with other departments (Logistics, Admin, Etc.) and involve PM or W/S Manager when needed

10. Perform any other duties as assigned by the HOB/ PM and the Shelter/WASH Manager.

 

Specific Duties:

1.   Undertake regular field visits to the project sites to provide technical guidance and supervision to the team as well as regularly monitoring the progress of Shelter activities;

 

2.   Train Shelter Team in the use of the various standards and the technical templates including bill of quantities, bill of materials, and technical reporting templates as well as on data entry and analysis;

3. Supervise the team of the shelter assistants. Support in the human resources recruitment and evaluation.

3.   Participate in the design of tools to be used by the Shelter team.

4.   Coordinate with various Intersos staff at field level on planning and implementing program activities.

5.   Supervise and carry out the implementation of shelter support activities, including but not limited to rehabilitation and construction of shelters.

6.    Implement projects including beneficiaries’ selection, meeting with refugee and host communities, assessments, distribution, monitoring, etc. Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes.

7.   Ensure project documents are properly filed and kept secured.

8.   Act responsibly and communicates respectfully with Landlords to give a clear and accurate

picture of the households’ past, current and future situation.

9.   Produce weekly/daily progress reports on the field activities, contract status and beneficiary participation as required

10. Ensure respect of security rules and report immediately to the HOB/project manager

11. Identification and referrals of needs and potential new beneficiaries to the HOB/ Project Manager.

12. Participate actively and constructively in team meetings.

13. Respond to donor requests for special cases which need individual attention and follow their progress.

14. Develop external relationships with municipalities, beneficiaries, contractors, ministries, regional water establishments and other relevant stakeholders.

15. Support drafting all necessary project documents, including but not limited to project proposals, MoUs, work plans, procurement plans, spending plans, risk matrices, progress reports, etc.

16. Contribute to the development of technical designs, drawings, Bill of Quantities and other technical documentation necessary for project realization and quality assurance.

17. Support the Logistics department on tendering process and suppliers’ selection, and review

contractors and suppliers’ tender specifications.

18. Supervise contractor work during the implementation phase, ensuring high quality implementation

19. Coordinate with Security department on the access of new areas of intervention.

20. Follow up the progress of the implementation in order to prepare the related documents for the payment as per contract agreement.

21. Plan the daily and weekly activities of Field Team

22. Perform any other task assigned by management to the level of the job.

 

Education:

University Degree in (Civil) Engineering, Architecture, or related field.

 

Competencies: (Knowledge, Skills & Abilities)

Professional Competencies:

-   Minimum 5 years of relevant work experience.

-   Experience in monitoring construction and managing contractors is highly desirable.

-   Experience in community-based approaches to construction.

 

 

-   Familiarity with the minimum construction standards for SSB (eg., Shelter Sector

Standards in Lebanon).

-   MS proficiency (word, excel, PowerPoint etc.)

-   AutoCAD.

-   Experience in conducting surveys, managing data and statistics is desirable.

-   Experience in drafting concept notes, proposals, Memorandum of understanding.

-   Monitoring and reporting skills.

-   Negotiation skills, (Contractors, Suppliers, Municipalities, Landlords).

-   Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus.

-   Time management skills
