Call for Trainers in Financial Education in Lebanon

Background

The International Labour Organization (ILO) is part of a Partnership on Inclusive Jobs and Education for Host Communities, Refugees and other Forcibly Displaced Persons, known as PROSPECTS. The Partnership is a multi-year programme, funded by the Government of the Netherlands, that brings together five agencies (ILO, World Bank, IFC, UNICEF, UNHCR) to devise collaborative and innovative approaches for inclusive job creation and education in contexts characterized by forced displacement. The programme encompasses three pillars, namely Education, Employment, and Protection, and operates in eight countries across East Africa, the Horn of Africa and the Middle East employing an area-based approach, in which the partner agencies jointly focus their activities on selected regions in each country.

In Lebanon, the ultimate objective of ILO’s intervention is to promote access for Syrian refugees and vulnerable host communities to decent work opportunities (rights to work); and to ensure that while working, the workers from these communities have safe working conditions and social protection (rights at work), in line with International Labour Standards. The Employment pillar addresses the pressing challenges in the Lebanese context by ensuring enhanced economic opportunities and decent employment for vulnerable Lebanese host communities and Syrian refugees, with a focus on sectors such as agriculture with potential for growth, job retention, and creation.

Training of Trainers in Financial Education

With more than a decade of experience, the ILO Global Programme on Financial Education is a holistic programme addressing worldwide limited financial literacy levels, through national policy dialogue and capacity building at all levels. To facilitate the work on Financial Education, the ILO has developed a training curriculum that will be used to extend financial education to refugees, host communities and other Forcibly Displaced Persons (FDPs). The implementation modality of the ILO Financial Education Program is based on a multiplication scheme through Trainings of Trainers
(ToTs), followed by Trainings of Beneficiaries (ToBs). The ToT participants will have the possibility of becoming ILO Certified Trainers through the fulfilment of a series of criteria, including the roll out of trainings with target beneficiaries.

The ILO Financial Education programme designed in English and Arabic was adapted to the context of Lebanon, addressing challenges faced by vulnerable Lebanese populations and Syrian refugees.

The Training of Trainers’ workshop will take place on 24-28 October 2022, from 8.30 am to 5.30 pm. The venue will be determined at a later stage.

Trainers’ profile

The following aspects will be assessed:


• Proven experience as an adult trainer and/or facilitator of participatory activities with the target audience.
• Knowledge of financial education issues and/or knowledge of the Lebanese financial system.
• Commitment and availability to replicate the training to final beneficiaries in an autonomous way in Lebanon. Organizing training of beneficiaries (ToBs) by the trainers to roll-out the programme is key to complete the certification process and receive certification from ILO.
• Have experience in organizing training events and/or have institutional support to do so.

The following aspects will also be assessed:


• Have experience in managing groups and good communication skills
• Having experience with other ILO training tools (Making Microfinance Work, SIYB, MyCOOP or others) is an asset.
• Have experience in training and/or close ties with the target group, i.e. vulnerable Lebanese host community members and Syrian refugees.
