Program Quality Coordinator

Grants management:

  • Take responsibility for grant compliance for the Lebanon Programme.
  • Manage grant reporting schedule, ensuring timely and accurate financial and narrative reporting, for timely submission, in the correct formats, as per donor agreements.
  • Liaise with the Desk Officer (DO) and Country Finance Controller (CFC) to file the contract documents and correspondence for grants – both active and archived grants.
  • Ensure that programme, finance and systems teams are aware of key donor compliance issues through grant start up workshops, sharing audit information, organization of trainings etc.
  • Organize kick off and close out meetings for all grants.
  • Liaise with the finance department and project managers and submit financial and narrative reports to donors as per donor agreement and compliance guidelines.
  • Manage the use of Concern’s Grants Management System (GMS), including assisting Grant Owners with data entry and document upload, and ensuring that GMS is up-to-date and in use
  • Lead on the use of other relevant GMS as applies to UNOCHA, UNFPA, UN Portal, the ERP, etc, in liaison with Country Director (CD), PD and DO.

 

Funding strategy implementation:

  • Conduct and periodically update a desk review and analysis of the current donor and stakeholder profile in country: their priorities for investment, potential calls
  • Provide information to the DO and fundraising teams in Dublin, London and New York to identify opportunities for funding and information dissemination
  • Be aware of and engage in networking opportunities where there is likelihood to learn about/engage with new opportunities/priorities for the country, relevant to INGO work

Programme Development

  • Support the PD in programme development and increasing the donor portfolio, through the Grants Management System (GMS) and liaison with the Desk Officer (DO).
  • Participate in go-no-go discussions with the Country Director (CD), PD, Area Coordinators (ACs) and Technical Advisors for evidence based decision making on funding opportunities identified.
  • Support the PD and the programme team during proposal development, linking Grants and M&E functions for evidence based theory of change and log frames with SMART indicators.
  • Support the PD and ACs to promote cohesion, complementarity and integration across all programme locations, and ensure that learning, gaps and needs are considered in the design and development of high quality proposals, concept notes and expressions of interest.

 

Programme Quality

  • In consultation with the CD, PD, DO and Technical Advisors at country and headquarters (HQ) levels, lead on relevant contextual analysis, programme reviews and evaluations.
  • Coordinate processes to ensure programme adherence to CHS commitments and SPHERE standards, in consultation with PD and Technical Advisors in country and HQ, as required.
  • Ensure that Concern mainstreaming polices and HCUEP (How Concern Understands Extreme Poverty) is understood by all staff and implemented at all levels.
  • Ensure the highest standards of accountability, by Concern and partners, including a robust CRM with complaints, response and database handled appropriately and systematically.
  • Participate in preparing accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures, ensuring that MEAL activities are adequately covered.
  • Liaise with project managers to ensure that the allocated budget for MEAL is utilized effectively and any necessary adjustments are requested in a timely manner.

 

Knowledge and information management:

  • Edit and compile annual programme reports as per the dates agreed with PD and HQ.
  • Improve the storage and dissemination of information within the programme, including human-interest stories, learning papers, research documents, best practises etc.
  • Ensure version control of documents and filing of final reports and proposals, learning documents, survey reports and data, using the appropriate shared data space
  • Ensure Concern’s presence at relevant sector meetings and dissemination of key points, attending where appropriate, and coordinate responses to sector requests.
  • Promote a culture of shared learning across all programme sectors and with colleagues in the region including participating in organising quarterly programme meetings

Capacity Building:

  • Design, plan and implement a capacity building plan for all relevant Concern and/or partner staff on key elements of the different components of Grants Management and Donor compliance.
  • Support the MEAL Manager in line management and leadership of the MEAL team, and capacity building for Concern and/or partner staff on MEAL.

 

Other:

  • Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives. 
  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organisation.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the CD or PD.

Person specification:

 

Essential

  • Post Graduate Degree in Development or a related discipline
  • At least eight years of relevant experience with an NGO, UN agency or donor
  • At least five years of experience in grants management and compliance
  • Experience in proposal development for a range of institutional donors
  • Experience of working in a high pressured, results focused and dynamic environment
  • Experience of budget development and financial reporting
  • Excellent writing skills, in English, with strong computer skills particularly Microsoft office

 

Desirable

  • Specific experience with UN agencies, US donors, ECHO and/or Irish Aid is a big advantage
  • Trained in quality standards such as SPHERE, HAP, Red Cross Code of Conduct, CHS etc
