MAIN PURPOSE
Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.
ACCOUNTABILITIES
- Carry out the functions and tasks associated to nursing i.e., perform as a nurse or anesthetist, whenever required or needed, to optimize the resources, contributing with his/her knowledge and experience.
- Implement all the protocols and hygiene procedures and supervise his/her team follow the same standards, to warrant the quality of the care and service in his/her specialty.
- Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, to ensure the coverage of the human resources needs and maintain high standards of quality.
- Carry out and/or supervise the (decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, to satisfy the needs of material with efficiency and effectiveness.
- Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
- Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, to have updated and reliable information about the day-to-day activity in the project, output/ outcome, and support decision-taking.
- Give feedback/ reports to medical focal point.
MSF SECTION/CONTEXT SPECIFIC ACCOUNTABILITIES
- Providing support and coaching to clinic managers/representative under memorandum of understanding (MOU) between MSF and other medical operators.
- On-the-job coaching and training in the management of all daily activities (i.e., medical, HR, financial, etc.) in the general operations of a Primary Health Care (PHC) following MSF protocols and standards.
- Ensuring constant fluid communication between MSF Akkar project and other medical operators in Akkar, facilitating smooth collaboration.
- Assisting with the successful implementation of the MOU between MSF and other medical operators while following-up on the accountabilities of both parties.
- Working in close collaboration with Project Coordinator (PC), Project Medical Referent (PMR) and other stakeholders, helping in the smooth functioning of the referral system between MSF, Makassed, Notre Dame de la Paix, Halba Governmental Hospital, and other medical operators.
- Carrying out risk assessment to prevent, detect and control the spread of infection. Taking appropriate and proportionate action to identified risk (providing personal protective equipment).
- Informing and training care giver staff (medical and non-medical) on related policies and procedure.
- Providing and coordinating trainings specific to nurses and midwives specifically about Infection Prevention and Control (IPC), aseptic technique, drug health education and Expanded Program on Immunization (EPI) vaccination.
- Collaborating with multidisciplinary teams in the planning, organization and development of infection control activities.
- Working closely with the PMR, Medical Data Processing Officer, and Midwife Activity Manager (MWAM) ensuring that data regarding patients treated in other PHCs under MSF’s support is accurately collected and forms are completed in a timely manner.
Requirements
Education
Essential: Bachelor’s degree in Science of Nursing
Essential: Ministry of Public Health - MOPH Practice license as Nurse in Lebanon
Essential: Certificate of registration at the Order of Nurse in Lebanon
Experience
Essential: At least 3 years of experience in managerial position in a PHC or Hospital setting
Desirable: Previous work experience with MSF or other NGOs
Languages
Essential: Arabic and English (Written and Verbal)
Desirable: French
Knowledge
Essential: Advanced Computer literacy (word, excel, power point and internet)
