1- GENERAL OBJECTIVE:
Under the technical supervision of the Protection Specialist and the direct supervision of the Deputy Field Coordinator, the Protection Technical Advisor is in charge of overviewing the Protection activities conducted at base level, ensuring that quality standards are met and providing guidance and capacity building to Protection staff. The Protection Technical Advisor is also in charge of the good functioning of the Referral system at base level.
The Protection Technical Advisor position’s major objectives are to properly achieve the following global tasks:
- Monitor, supervise and provide technical inputs for the case management activities, including safe identification and referral, development of a case action/care plan, case closure and case transfer.
- Provide guidance and support to Case Workers when dealing with complex cases;
- Monitor, supervise and provide guidance and support to the Social Workers for the community-based protection activities, including life-skills, awareness sessions and training for the Key Community Members;
- Monitor the referral mechanisms at base level;
- Coordinate with the Project Managers and provide regular feedback to ensure that activities are implemented according to the agreed action plans and that targets are met;
- Support field staff (Social Workers, Case Workers, Field Officers, Referral Officers) and other teams on specific protection issues to develop good practices and acquire skills and knowledge.
2- RESPONSIBILITIES AND TASKS:
1. CASE MANAGEMENT TECHNICAL GUIDANCE, SUPPORT and QUALITY MONITORING:
- Provide Case Workers with technical guidance and support, based on PU-AMI SOPs and international standards;
- Conduct on-the-job coaching by undertaking field visits and providing feedback;
- Advise on protection cases and participate to the case management process by systematically discussing key steps with Case Workers;
- Review staff caseloads to ensure they are manageable and respect sector’s guidelines and share challenges and feedback with Project Manager and Protection Specialist;
- Liaise with partners and organize case conferences for complex cases on the governorate level, when needed and relevant;
- Ensure and monitor the correct documentation of cases through review of files and databases. Ensure confidentiality of information, and that data protection and information-sharing protocols are respected;
- Conduct regular individual and group supervisions with Case Workers to ensure that cases receive all the necessary support, that lessons learned and best practices are shared and challenges are mitigated;
- Organize regular sessions to gather Case Workers, Social Workers and Referral Officers to enhance collaboration and strenghten the referral mechanism on the governorate level;
- Collaborate with Project Managers and PHCC Team Managers to ensure smooth collaboration and support of the concerned staff;
- Ensure best practices, good communication and PFA/PSS provision when supporting cases;
- Analyze and report on the identified trends in the case managemnt at governorate level to inform programming.
2. REFERRAL SYSTEM:
- Ensure the good functioning of the referral system by supporting the Referral units at base level and rolling out PUI Referral SOPs;
- Overview the functioning of 2 helplines managed by the Referral Officers;
- Promote referral best practices between departments and with partners, build internal capacities on referrals;
- Compile the referral data, monitor the referral trends and review the RO report on a monthly basis;
- Ensure that the service mapping is updated and shared with the filed teams.
3. COMMUNITY BASED PROTECTION ACTIVITIES TECHNICAL GUIDANCE, SUPPORT and QUALITY MONITORING:
- Participate to the design of the life skills program implemented by PU-AMI staff, support and monitor its implementation;
- Participate to the design and implementation of community based protection activities led by social workers and outreach volunteers (awareness raising sessions, community led initiatives, trainings to key community members);
- Provide social workers with technical guidance and support during the implementation of activities;
- Support social workers in the identification and capacity building of Key Community Members;
- Support the Project Manager in coordinating with municipalities and local authories for the development and implementation of community led intiatives.
4. CAPACITY BUILDING:
- Assist the Protection Specialist and Protection Coordinator in developing capacity building plan for the case workers, Social Workers, OVs and other staff;
- Support Capacity Development Advisor in the roll out of training for Protection team;
- Participate in enhancing the capacity of PU-AMI field teams to safely identify and refer cases for adequate services.
5. REPORTING:
- Share weekly updates with Project Manager and Protection Specialist on targets achieved, implementation challenges, next steps and recommendations;
- Participate in project meetings and share achieved targets to update AFU;
- Submit quality reports to Project Manager as scheduled including but not limited to monthly, quarterly and annual reports;
- Submit technical monthly reports to Protection Specialist and Protection Coordinator;
- Submit monthly data report on Activity Info.
6. HR AND TEAM MANAGEMENT:
- Supervise and manage Referral Officers, Social Workers, Case Workers, including daily management, capacity development, performance appraisal;
- Provide support, technical guidance and on the job coaching to staff under supervision;
- In collaboration with the HR department, participate to recruitment process(es) of Protection staff (shortlisting resumes, correcting tests, conducting interviews, etc.).
- Brief newly recruited personnel under his/her management on their roles and responsibilities;
- Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
- Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and Protection Specialist;
- In collaboration with the Project Managers, monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals) to promote professional development;
- Coordinate with the Protection team to collect logistics needs for training and activities and timely share them with the Project Manager along with any other information needed;
- Solve team conflicts and ensure team building and discipline.
7. COORDINATION AND REPRESENTATION:
- Participate actively to the Working Groups related to protection at local level;
- Contribute to the mapping of operational protection actors in the areas of intervention in coordination with the Referral Officer and project teams;
- Coordinate with the different project teams on a regular basis;
- Coordinate with the other Advisors to harmonize approaches and produce an activity monthly report.
8. ACCOUNTABILITY:
- In coordination with the HR department, contribute to making sure that PU-AMI’s Protection against Sexual Exploitation, Abuse and Harrassment (PSEAH) policy is understood and respected by all involved staff and for all activities;
- In coordination with the MEAL department, contribute to the quality and accessibility of the FCRM through the helpline.

QUALIFICATIONS:
MANDATORY REQUIREMENTS:
- Language skills: Fluent in Arabic and English
- Education degree: University degree in social work, community development or another relevant degree;
- Work experience: Minimum 3 years experience in protection with a humanitarian organization, including at least 2 years of experience in implementing and/or supervising case management
- Computer skills: Good knowledge of Microsoft Office
- Others:
- Good knowledge in protection and social related topics
- Excellent communication and listening skills with persons of concerns (displaced and host populations)
- Effective stress management
- Ability to work under pressure and with short deadlines
- Good problem solving skills
- Good knowledge of the humanitarian context in lebanon
