Qualification
- Masters or Doctorate in an area that is relevant to the position (Completed university studies in education, economics, law, political science or a comparable field of study)
Professional Experience
- At least 10 years of professional experience in managing complex projects with a multidimensional partner structure.
- At least 5 years of experience in personnel management of international, heterogeneous teams.
- Experience in successful implementation of assignments in the areas of Facilities Management, Green Schools, Digital Capacities and Healthy Schools in close coordination with our partners.
- Experience in leading a project team of national and international employees.
- Experience in managing projects from a technical and administrative perspective and being responsible for budget management, financial planning, monitoring and evaluation.
Other Knowledge, Additional competence
- Strong management and leadership skills in the context of international development cooperation.
- Strong diplomatic skills and intercultural understanding in a complex environment.
- Commitment, team spirit, reliability, gender competence.
- Ability to think and act strategically and analytically as well as a quick grasp and eye for the essentials.
- Business fluent in English and Arabic; fluency in German is an advantage

The Project Manager is responsible for:
- Independently managing selected project activities in accordance with the project goals.
- Providing professional advice to partners and cooperating with diverse stakeholders.
- Co-steering the development of the project delivery targets and guiding the team to achieve the targets.
- Integrating results and experience into teamwork and the work of all relevant groups.
- Technical management of experts in the project.

- Tasks
- Management responsibility
- Responsible for recruiting, grading, planning the assignment of and professional development of staff members who report to him/her.
- Responsible for monitoring and managing staff and ensuring that they provide cost-effective services.
- Promotes a sense of corporate identity, enables employees to carry out tasks independently and creates scope for creativity and innovations
- Carries out the annual staff assessment and development talk for staff members who report to him/her.
- Professional advisory services
- Advises project staff as well as partners on identifying needs, developing concepts and strategies, and provides technical input
- Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach.
- Formulates terms of reference and selects and supervises third parties in the course of carrying out project activities, including performance evaluation.
- Monitors the development and implementation of project plans and activities in close consultation with counterparts.
- Deals with the design, preparation and implementation of workshops, seminars and other events on issues related to the project areas of activity.
- Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives.
- Monitors SUFA project’s progress
- Responsible for ensuring that the services provided by the project are aligned with the partners’ needs.
- Networking and cooperation
- Ensures cooperation, regular contact and dialogue with partners; carries out PR work and cooperates with local communities, relevant public institutions, non-governmental organizations and individuals in the project/programme environment and with other projects to improve and maintain coordination and good working relationships
- Travels regularly in the country and abroad, in accordance with project requirements.
- Knowledge management
- Compiles information on the project and its context and ensures knowledge transfer.
- Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
- Draws up presentation documents as needed
- Draws up reports on SUFA project and contributes to other reports or publications required by the GIZ Country office, GIZ Head Office, BMZ or German Embassy in Lebanon.
- Ensure compliance with internal requirements and local regulations.
- Prepares and follows up on administrative processes and procurement.
- Management and coordination tasks
- Responsible for project planning for the SUFA project and develops project concepts and strategies, ensures implementation.
- Independently manages and monitors the budget and financial planning of the SUFA project
- Uses GIZ’s Capacity WORKS to manage the SUFA project
- Coordinates and prioritises relevant project activities at local level in cooperation with the partners, both as regards the organisational preparation and implementation of the activities
- Ensures Business Continuity Management (BCM) and takes appropriate measures to secure operations of the project
- Actively contributes to the work of GIZ Lebanon Management Team.

Project Description: As part of the management team in Lebanon, you will be leading the Sustainable Facility Management in Public Schools (SUFA) project in Lebanon, making a qualitative and sustainable contribution to maintaining school operations and supporting public schools in creating a healthy, safe, inspiring and effective learning environment for Lebanese and Syrian students.
Maintaining a trusting relationship with our partners and clients and internal cooperation are particularly important centerpieces of your work. In cooperation with the political partner, the Ministry of Education and Higher Education, the initiative aims to maintain schools’ operations at 25 locations despite the multiple crises, to creatively improve the learning environment and thus provide the students with access to quality education. At 75 other schools, the necessary resources for hybrid teaching are being provided in the field of e-learning.
SUFA is working in the following areas:
- Facility management: introducing sustainable facility management to optimize schools’ operations.
- Green schools: reducing the ecological footprint with the help of environmental technology and education.
- Digital capacity: Support through offline and online e-learning formats, IT equipment and training on better use of digital media in the classroom.
- Healthy schools: Promote healthy eating in collaboration with local agricultural cooperatives.
