EXPRESSION OF INTEREST FOR PROJECT IDENTIFICATION CONSULTANT

Introduction

Responding to the continuing Syrian refugee crisis, the Employment Intensive Infrastructure Project in Lebanon (EIIP) aims to create jobs for vulnerable Lebanese host community members and Syrian refugees through construction and maintenance of locally prioritised infrastructure, where Local Resource-Based Technology (LRBT) and Decent Work strategies are chief strategies. ILO is the lead UN agency during project implementation, working in close partnership with the Ministry of Labour and Ministry of Social Affairs, with funding provided by the German government through KfW.

The EIIP has been operating in Lebanon since 2017 and is currently preparing for kicking off its 5th phase in the country. 

Against this backdrop, the ILO is looking for a Project Identification consultant, who will lead on the project identification phase of the programme conducting meetings and field visits to various locations in the country, identifying possible projects based on a set of selection criteria that will be shared by the ILO team. Based on the field visits and assessments, the consultant is expected to develop a long list of projects to be submitted to the ILO team, who will in turn validate with national partners and based on technical evaluation will extract from it shortlisted projects for final approval and implementation throughout the course of phase V.

Scope of Work

The objective of the consultancy is to conduct field visits, meeting with governments/municipalities, assess the vulnerability of the targeted area and assess the feasibility of projects proposed, assess their relevance to EIIP scope of work, and prioritize per impact, sustainability, and urgency.

The assignment hence includes regular field visits, data collection and analysis, as well as report writing and development of a long list of proposed projects. The consultant should have a strong knowledge (familiarize themselves) on the scope of work of the EIIP, Local Resource Based Technology, Labour Intensity, and other main aspects the EIIP works under. 

 Output

The following key outputs shall be produced by the Consultant

  1. Desk Review and Inception Report (15 Working Days – 25% payment) o ILO team will share all relevant documents and references with the consultant including, project documents, selection criteria, EIIP guidelines, Environmental and Social Safeguard Framework and other resources and links allowing them to understand the scope of work of the EIIP and to study the resources available for project selection.
    • Consultant to prepare a list of objective and measurable criteria, with reference to previous EIIP project identification criteria. The choice of criteria to be based on facts and numbers in order to strongly justify the selection process, preferably using MS. Excel for better filtering and sorting. 
    • Consultant to review all available resources and develop an inception report which includes the methodology for the assignment, an initial list of 30 municipalities, distributed proportionately across different geographical areas in the country, to be visited and ways forward.
  2. Field Visits and On-Site Assessments (15 – 20 Working Days – 45% payment) o Conduct field visits to the selected locations, confirm project feasibility, sustainability, priority to municipality, compliance with EIIP scope of work, and ability of municipality to sustain the project beyond the EIIP intervention. o Meet with key stakeholders (e.g., Ministries, Municipalities, Inter-agency groups) to determine priorities for project type and location. 
    • Submit a field visit report, recording all field visits and summary of findings. 
  3. Final Report and Long-List of 30 Projects (10 Working Days – 30% payment) o Present the findings to the ILO team and address any comments/feedback received. o Submit final report to ILO team
Timeline and Contract Administration

The assignment shall start by Mid-November 2022 and is expected to be finalized before the end of December 2022 . The outputs shall be delivered within two months. Payment will be effected upon delivery of outputs as per the below:

  1. Output 1: 25%
  2. Output 2: 45%
  3. Output 3: 30%
Competency

Education

A degree or diploma in Public Health and Development Sciences, Sociology, Engineering, Economics, Community Development, or any other relevant field.

Experience 

o Minimum 5 years of relevant work experience

  • Good knowledge of EIIP local resource-based approaches and labour-intensive work would be considered an advantage
  • Good knowledge of the Lebanese context and the LCRP and relevant working groups o Experience of facilitating and organizing meetings at local level  o Ability to use MS Office software programs. 
  • Previous experience involving the UN or other international organisations would be considered an advantage.

Languages 

Excellent command of English and Arabic.

Other conditions of work

Use of own vehicle etc.

Consultant will use his/her own transport to worksites and must have access to computer, internet and communication facilities on daily basis. 

Insurance

The ILO accepts no liability in the event of death, injury or illness of the External Collaborator. The External Collaborator attests that he/she is adequately covered by insurance for these risks. In no circumstances shall the External Collaborator be covered by any ILO insurance, and it is his/her responsibility to take out, at his/her own expense, any personal insurance policies he/she may consider necessary, including a civil liability insurance policy.

Unsatisfactory or incomplete work

In the event that the work provided for in this contract is unsatisfactory or fails to conform to the conditions set out above, the ILO reserves the right, as appropriate, to interrupt it, to request that it will be corrected or modified, or to refuse to accept it. In such cases partial payments may be made in consideration of the work performed to the satisfaction of the ILO/EIIP CTA and the contract shall be terminated accordingly.

Termination of contract

In case of fraud, manipulation and/ or misconduct the Social Safeguards Consultant will be considered resigned from work upon receiving a written notice. The contract may be terminated by the ILO if the EXCOL fails to perform his/her duties listed in the above ToR to the satisfaction of the ILO. The contract may also be terminated if the consultant committed one or more acts of gross negligence.

In case of early termination of the contract, ILO will only be responsible to compensate for the portion of work completed to the satisfaction of ILO. 

Timeline and Remuneration

The contract ceiling is USD 8,200 (40 days X $200/Day incl. Transportation Cost). Payments will be made upon delivery of outputs and a comprehensive final report including the evaluation criterions for the screening of projects, in addition to a clear justification for the selection of each targeted project to the satisfaction of the ILO. 

NB weekly reports must be received by ILO by CoB each Friday. 

Completeness, timeliness and quality of reports will be assessed before payment is released. A lumpsum of USD 200 will be included in the final payment to cover communication, printing, and other miscellaneous fees.
