Purpose of the Consultancy
A consultancy was considered to review the community awareness strategy and materials available related to Covid and other health topics related to programme improvement and organisational learning. The Behaviour Change Communication Consultant will take on the revision of the existing community approach and available communication materials for Health, IEC and Behaviour Change Communication Curriculum within the organization and from external sources, assess the needs for additional resources and put together a comprehensive IEC/BCC communication strategy and curriculum for Health promotion.
- Scope and focus of the Consultancy
Within its purpose set out above, the consultant will explore the following aspects:
- Assessment
The consultant will assess the communication and community outreach strategy, curriculum and materials (internal and external) in collaboration with the Health team. He/She will identify BCC gaps and opportunities amongst Medair Health activities and key partners and initiate relevant and targeted capacity building activities
What is the state of the BCC curriculum within Medair health programme?
Key Question 1 (Effectiveness):
How effective is the programme in overcoming barriers to the uptake of healthy behaviours?
- What are the barriers to healthy behaviour uptake?
- How is the curriculum addressing these barriers?
- How effective is the curriculum in overcoming these barriers?
- How effective was the programme in reaching hard to reach groups?[i]
Key Question 2 (Behaviour changes approach):
What is the most effective approach to health behaviour changes?
- How effective are the approaches for behaviour change (individual one-off awareness sessions, individual/household sessions cycle).
Key Question 3 (Communication gaps)
What are the main gaps in the behaviour change communication and awareness strategy?
- Design
The consultant will advise the programme team in adapting strategies, development, implementation, monitoring and evaluation of BCC interventions, including the generic marketing activities and contribute to development of a BCC strategy and plan; including advocacy for resource mobilisation, programme communication, community dialogues, gender and equity, inclusivity and provide input to the integration of beneficiary participation into health behaviour change strategies
The consultant will formulate needed IEC materials and approaches in consultation with health project staff and in coordination with communication department to improve and tackle the identified gaps in the BCCC.
- Training
The Consultant will provide technical support, training in the development of health behaviour change communication (BCC) strategies and support the development of materials such as BCC tools (flyers, digital content, illustration …), training modules and work guidance documents.
- Deliverables
The consultancy will provide the following deliverables:
- An assessment report of the BCCC and awareness strategy of the Health department with tool design supported by the health department and regional advisors

REQUIREMENTS:
Essential:
- Proven experience in Communication with focus on Behaviour Change Communication assessment and design or equivalent
- Fluency in Arabic and English, both written and verbal
- Good report-writing skills
- Logical analysis and clear communication
- Experience with NGOs and humanitarian projects
- Previous experience or educational background in Public Health
- Experience within Lebanon
Desirable:
- Education or experience in graphic design
