A-Brief information on the project
The project “Strengthening the influence of Palestinian refugees on their living conditions in the MENA region (PART II)” was commissioned by the German Ministry for Economic Cooperation and Development (BMZ) in December 2021 to improve the capability of Palestinian refugees to influence their living conditions. The project is active in the Palestinian Territories, Jordan and Lebanon and its main political partner is the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). It also works in close cooperation with host government institutions as well as local NGOs and CBOs.
B-Context
Since 2018, GIZ has been supporting the LPDC’s communication and reach-out efforts to the Palestinian refugees’ community, particularly youth groups. This is to ensure that the Palestinian refugees’ situation in Lebanon is in the eye of the Lebanese public, decision-makers, and international community while ensuring the continuous presence of the Palestinian file on the public agenda.
For this purpose, LPDC is making use of its social media channels and new website as informative platforms to communicate with target audiences and stakeholders.
Under the guidance and supervision of the Project Manager, the Web-Social Media Individual Consultant will liaise with the LPDC Communication Consultant and LPDC team to support the project in the digital dissemination of communication materials on the different social media platforms, and ensure proper adaptation of the content to social media key messages.
The contractor shall report to LPDC offices at the Grand Serail, and shall liaise with the Communication Consultant for materials to be published on LPDC’s websites and social media channels.
C-The contractor shall provide the following work/service:
I- Support the implementation of LPDC Communication strategy:
- Assist in drafting English and Arabic stories, social media posts, press releases, concept notes, and presentations for the project in addition to writing stories for the LPDC website related to the project’s activities.
- Support with the preparation of a monthly digital communication performance report for the project’s social media posts.
- Assist with the preparation of a monthly digital performance report for the LPDC website.
- Review of reference communications materials, and identification of reference materials for retention. Maintenance of information database and photo library.
- Provide logistical assistance to the project’s activities, mainly the media component.
II- Management of the website, social and media channels:
- Maintain an updated and high-quality LPDC website.
- Assist in the development and publication of digital content on LPDC’s social media channels.
- Monitor the performance and traffic on the LPDC website, including the performance of digital ads on other websites, such as Facebook, news websites in Lebanon and Google.
- Assist the LPDC Project Manager in ensuring adequate visibility to project donors;
- Assist in developing storylines for publications and substantive articles relating to LPDC’s activities;
- Perform other duties as requested by the Project Manager.
III- Coordination on the communication materials with GIZ PART II:
- Compliance with the GIZ rules and regulations of the posted materials on LPDC’s social media channels to ensure adequate visibility of GIZ (Logo placement, sensiti

Qualifications of proposed staff
Education:
- A minimum of Bachelor’s degree in communications, journalism, digital marketing or a closely related field
Professional experience:
- 3 years of experience in the field of communications, journalism and/or writing for the web.
- 3 years of experience in handling web-based content management systems.
- Previous experience in social media management, especially Facebook. Experience with Twitter is an advantage.
- 3 years of experience in the dissemination (writing and editing) of Communication materials on websites and social media channels, especially Facebook and Twitter.
- 3 years of experience in developing compelling content to generate response from audiences online, including key messages and tags, and submission of performance reports on the disseminated activities.
- Knowledge of using WordPress tools, and writing with sensitive language.
- Good understanding and knowledge of the Palestinian refugee’s context
- Good knowledge of the LPDC context and publication materials
- Language skills:
- Business fluency in Arabic (Written and spoken)
The contractor shall perform up to 100 working days. The contractor may be responsible for the management of the LPDC website and adaptation of content materials to the LPDC Social media in a modern context to help improve the reach to the targeted communities..The work includes frequent visits to the LPDC offices at the Grand Serail, Beirut. Transportation will not be reimbursed separately by GIZ.
Only individuals will be considered for this tender (Companies will be disqualified).

Submission of bids:
If you are willing to provide the service, you are kindly requested to abide by the following instructions:
- The offers/Proposals shall be sent in TWO SEPERATE EMAILS to the following email:
Note: Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.
- One Email shall be sent for the Technical Offer and another Email for the Financial Offer. Your emails shall be named as follows:

- The offers shall be submitted in English language only.
- The offers shall be signed & stamped.
- The financial offer must be in USD only including VAT, should be valid at least for Four Weeks after the submission date (Please mention it in your offer).

- Financial Offer (please quote your daily counseling fee in USD)

The technical offer has a weighting of T:70% and the price offer F:30%
The following formula will be used:
Technical evaluation of bid * 70% + most economical bid*30%
Technical evaluation of best bid price of bid
Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers/quotations, it shall indicate that your offer has not been accepted. You shall not receive a separate notice to this effect.
The bidders shall not be reimbursed for their submitted offers.
Your offer should be valid 2 months.
Non-compliance may result in your bid not to be considered.
