Monitoring and Evaluation Consultant

The project will bring about wider changes among government and civil society organizations, including improved case management and service delivery performance among local protection actors; strengthened capacity and cooperation to identify and refer trafficked victims; improved policy frameworks for victim protection; and strengthened capacity to carry out evidence-based advocacy.

Specifically, the project will expand community-level networks; improve ability of frontline actors to identify and refer victims; facilitate referrals to comprehensive and individually-tailored services; improve capacity of service delivery organizations to provide timely and appropriate care to victims; provide return and reintegration assistance; improve access to information on migrants’ rights and available protection and assistance services; improve capacity of judicial systems and officials to implement the non-punishment principle; improve capacity to collect, analyze, share, and use data to inform advocacy efforts; and provide availability of new evidence to inform advocacy efforts. The project started in July 2022 and will end in September 2023.

The tasks of the M&E Consultant are as follows:

  • Review all project documents, including but not limited to the project document, logical framework, work plan, theory of change; and make suggestions for improvement, as needed.
  • In consultation with the Project Manager, Protection Program Manager, as well as the Senior Regional Thematic Specialist for Migrants Protection, and M&E Officer based in the Middle East and North Africa office, conduct a rapid capacity-needs assessment of the IOM team related to their ability to implement the Results Matrix Framework
  • Develop a simple M&E and learning plan and implementation guidelines that clearly describe the data to be collected, data collection techniques and processing, and how it will be analysed and used to inform continuous improvement throughout the implementation and support the project mid-term and final evaluations. The plan and guidelines should include ethical issues including data protection measures; and will target IOM staff, sub-grantees, and community watch volunteers
  • Plan, develop and write mid-term and final assessments in line with the M&E and learning plan () abiding by the relevant IOM Monitoring and Evaluation policies (IN/166, IN/31). 
  • Ensure that data collection and storage modalities are up to standard and do not undermine data quality, by reviewing the means of collection, integrity of data sources, and environment in which data collection will take place
  • In coordination with the project team develop, pilot, and pre-test the M&E tools that will be used to analyze the project performance related to qualitative and quantitative data and a work plan including the timelines, roles and responsibilities for monitoring project performance.
  • Ensure that gender equality and social inclusion (GESI) is adequately mainstreamed in the proposed M&E framework, including but not limited to disaggregated indicators and the framing of inclusive outputs and outcomes.
  • In consultation with the Project Manager, organize a M&E training for relevant project staff to ensure common understanding of the M&E framework, its implementation guidelines and their roles and responsibilities in the rollout of the M&E activities, including data collection and data management processes. This will comprise working with the project team to develop a problem analysis including problem tree mapping, as well as setting of clear objectives, outcomes, outputs, SMART indicators, targets, means of verification, etc.
  • Support project team in resource mobilization efforts to finance a rigorous impact evaluation
  • Perform other duties as required.

 

Key deliverables include:

    • Desk review of project documents highlighting improvements needed to inform M&E capacity-development
    • A capacity needs assessment of the IOM team related to their ability to implement the Results Matrix Framework.
    • M&E implementation guidelines together with the M&E data collection tools including pre- and post M&E tools.
    • Workshop/ training to introduce the M&E guide and tools.
    • Mid-term and final assessments tools, methodology and support data analysis, recommendations and lessons learned including a top line summary of key findings
    • Resource mobilization plan

 

The timeline of the deliverables is as follows:

    1. Revised M&E package based on desk review (5 days)

    2. Project staff M&E training workshop report; First installment (5 days)

    3. Mid-term assessment report, brief and presentation of key findings; Second installment (20 days)

    4. Final assessment report; Third and final installment (20 days)

• Minimum of a Master’s degree in M&E, migration studies, social sciences, or a related field with at least 3 years of practical experience with M&E in the field of international development;
• Proven understanding and application of results-based monitoring and evaluation approaches.
• Demonstrated experience and understanding in designing Monitoring and Evaluation systems and strategies.
• Expertise in international development sector M&E particularly within the context of counter-trafficking programmes.
• Fluency in written and spoken English.
• Demonstrated skills and experience in quantitative and qualitative data collection and related technical and analytical report writing.
• Strong conceptual and analytical abilities.
• Demonstrated ability to deliver quality assignments under tight timeframes.
