Aim: To support government and partners in strengthening the ability of health systems to meet the mental health needs of refugee and host communities affected by protracted displacement, focusing on Lebanon.
Objectives: The project has the following interconnected objectives:
- To explore barriers and facilitators to strengthening health system governance for supporting access to culturally appropriate mental health care for Syrian refugees and host populations in Lebanon.
- To strengthen mental health service user participation in health system governance in Lebanon.
- To identify sustainable financing mechanisms that can strengthen health system responses for mental health services for Syrian refugees and host communities in Lebanon.
Partners: The study is sponsored/led by the University College of London (LSHTM) and is a collaboration between the National Mental Health Programme (NMHP)- MoPH, ABAAD- Resource Center for Gender Equality, USJ – faculty of public health, Positives Negatives and War Child Holland
Contract: Full-time
Duration: 8 months - renewable
Reports to: MHPSS Technical Unit Coordinator
Location: Beirut, Lebanon
Tasks and Duties
- Material Development and Review
- Conduct literature reviews and desk reviews, as needed
- Map local and international frameworks and references on different mental health topics
- Support in developing clear and multi-layered material outlines
- Support in developing and tailor materials for different target populations (adults, children, non-specialized care providers, vulnerable populations, etc.), in a variety of settings (emergency contexts, primary care, academia, professional associations, etc.), and across multiple platforms (social media platforms, print media, etc.)
- Support in developing various training materials (Polls, pre-post-tests, PPTs, etc.)
- Participate in consultation meetings with key stakeholders when needed
- Develop feedback forms for developed materials, compile, and conduct a technical review of feedback compiled
- Perform other tasks in-line with the ToR of the Technical Unit
- Data Management for Capacity Building
- Data entry, data analysis, and reporting in coordination with the Monitoring, Evaluation, and Learning Unit (MEAL)
- Administrative
- Conduct routine day-to-day coordination tasks
- Prepare Minutes of Meetings
- Support in training workshops, as needed
- Support in developing Standardized Operational Procedures (SOPs)

Specific Requirements:
Education and Experience
- Master’s degree in Clinical Psychology, Psychology, Public Health, or Mental Health Social Work
- Minimum of 2 years of work experience in the field of mental health and/or substance use
- Proven experience in material development, developing training exercises in accordance with the principles of adult learning, knowledge of facilitation methods (role plays, brainstorming, group discussions, etc.)
- Knowledge of community-based mental health and mental health in primary care settings
- Knowledge of evidence-based mental health interventions
- Knowledge of tele-mental health or remote mental health interventions
- Knowledge of academic research methodology
- Experience in citing and referencing (APA is mandatory, knowledge of other formats is a plus)
- Diploma in Global Mental Health is a plus
- Proficient in reading and writing of Arabic and English, fluency in French is a plus
