Terms of Reference

Background

Oxfam followed the Lebanon Water Sector standards for providing35 litters/person/day (L/P/D)rate for consumption  and  domestic  use,  or  60L/P/D  of chlorinated  water if  COVID-19  cases  are  detected to ensure  communities  can  uphold  hygiene  practices  to  mitigate  and  prevent  potential  downturns  and transmission of Covid-19.During this reporting period, six rounds of water trucking took place in April, May, June, July, August and September 2022 at the rate of 35 L/P/D, reaching a total of 890 households, 5,207 individuals (417 girl infant, 573 boy infant, 469 girl children,521 boy children, 364 girl teen, 312 boy teen, 1,250 adult women, 1,041 adult men, 208 elderly women, 52 elderly men) in 97 ISs. Additionally,  26  households,  126  individuals  (13  girl  infant,  12  boy  infant,  11  girl  children,  14  boy children,  10  girl  teen, 8  boy  teen,  29  adult  women,  25  adult  men,  3  elderly  women,  1  elderly  men) received water through the constructed water point in Saide 008 IS. Oxfam kept on the electronic cards system that was rolled out during the previous GAC project for the water service provision. During the reporting period, all water sources were monitored according to Oxfam’s water monitoring protocol to ensure water is safe and sufficient for drinking, cooking, and domestic use, and adheres to the Sphere WaSH Standards of  0.2-0.5  mg/L residual chlorine and/or zero faecal coliform. The water quality tests conducted by Oxfam on a monthly basis showed that 98% of the results were in the range of 0.2 -0.5mg/l in Saide and Bouday, while 2% were greater than 0.5mg/l. Oxfam followed up with the relevant water trucker to ensure the appropriate chlorine quantities were being added. In  June  2022,  Oxfam  conducted  the  quarterly  tests  for  the  water  sources  and  confirmed  all  water truckers’ sources have zero fecal coliform. However, within the water networks and boreholes in ISs, the  water  tests  for  the  water  sources  in  37%  of  the  ISs  show  results  ranging  between  1  to  10  fecal coliforms, 18% of the ISs have a test result between 11 to 50 fecal coliforms and 23% of the ISs have test results of greater than 50 fecal coliforms. The remaining 22% had a result of zero fecal coliforms. The results were shared with communities in all sites with contaminated water sources, and safe water was trucked at a rate of 35 L/P/D. Oxfam updated the registration database on a monthly basis to ensure everyone is receiving water as per Oxfam’s provision protocol. Regular meetings with water suppliers were maintained to address all the challenges in a timely manner for a more efficient response.

 

Objective
Oxfam is looking for one qualified enumerator in Bekaa, Lebanon to work directly with the MEAL Officer and Senior PHE Officer in Bekaa to monitor the water trucking services that Oxfam offer in Bouday and Saaide ITSs. The purpose of the visits is to monitor the water trucking service from filling the water truck by the supplier from the source to each water tank in the ITS; is eligible, on time, water is chlorinated, quantity of water delivered and quality of water along with the satisfaction of our beneficiaries in the two areas.

 

The enumerator might be asked for additional tasks upon request in any case of emergency.

 

The enumerator should have all necessary locations of the ITSs and contacts of the water suppliers in Bouday and Saaide.

 

 

Expected Deliverables

The enumerator is expected to work on the water trucking monitoring activity on daily basis for the months of October, November, December 2022 and January, February, March 2023. For all months, the enumerator is expected to be available for 10-15 days per month. Data will be collected on a monitoring tool survey using a tablet on Survey CTO collect app, include reporting on the data collected throughout the visits on an Excel template. Prior to each visit, the enumerator is expected to call the water supplier and inform him that he will be with him in his service providing from the water source to each ITS he visits.

 

Consultancy duties and responsibilities

Enumerator’s main responsibility will be to:

  • Desk review to go over and understand Oxfam policies and guidelines
  • Call the water suppliers before each visit.
  • Have the locations of all ITSs in Bouday and Saaide
  • Report daily to the Senior PHE Officer/MEAL Officer
  • Fill in the data collected during the monitoring visit
  • Report and take notes of any additional observation

 

Qualifications and required expertise

Qualification & Skills Requirements:

  • Excellent interpersonal, organizational, and time-management skills.
  • Analytical, and excellent in communicating with others.
  • Strong experience in data collection and data entry via tablets.
  • Strong background and knowledge within the ITS field sector in Bekaa.
  • Proven written and oral communication skills in Arabic and English.
  • Proficiency in using Microsoft Office Programs such as Word Document and Excel.

 

Timeframe

Water truck monitoring visits are envisioned to begin from October 2022
