Program Summary
Under the ECHO-funded “Services and Assistance for Enabling Recovery (SAFER)” project, Mercy Corps will provide multi-purpose cash transfers to some of Lebanon’s most vulnerable households affected by the multiple crises in Lebanon, and that are not served by other cash actors to help them meet their basic needs. Building on analysis from our in-house Lebanon Crisis Analytics Team (LCAT) to identify targeted areas in Bekaa and Baalbek El-Hermel, Mercy Corps will employ vulnerability-based targeting to select households for assistance. To facilitate an exit strategy from cash assistance, Mercy Corps will also apply a referral mechanism with other key actors in targeted areas, particularly livelihoods programming for those eligible as well as social safety nets. (Result 1) In addition, Mercy Corps will pair the cash assistance and provide referrals with relevant analysis from LCAT to inform both the action and the broader humanitarian community (Result 2). Together this will achieve the principal objective of reducing economic suffering and protection risks.
General Position Summary
The cash Coordinator is responsible for the technical oversight of the Project. S/he will ensure that activities within the project are implemented to high quality, on time, and within budget. S/he will also ensure that activities contribute to achieving key deliverables, including improved access to livelihood opportunities for the most vulnerable. The Cash Coordinator assists the Project Manager in the daily running of the household resource management of the project. The position will be responsible for targeting the basic needs of vulnerable HHs through multipurpose cash assistance in Baalbeck, Hermel, and Bekaa.
Essential Responsibilities
- Support the Project Manager and program team in planning and implementing project activities to meet project deliverables based on the timeline and scope agreed upon with the donor.
- Oversee the successful implementation of program activities, ensuring that officers and assistants, and daily workers are following work plans, that activities are on schedule, and that program deliverables are completed as committed.
- Coordinate and maintain good relationships with local actors/municipalities and other stakeholders to ensure proper outreach is conducted.
- Contribute to data collection tools, assessments, and mapping reports, as an integral part of the program.
- Conduct field assessments and make recommendations about the needs and vulnerabilities of the target populations in the program objectives.
- Coordinate with the financial service provider and ensure a smooth cash disbursement.
- Provide day-to-day oversight and coordination, including administrative, financial, and logistical support; Troubleshoot any administrative problems and report any challenges or bottlenecks to the Project Manager.
- Participate in team planning and coordination meetings and training.
- Attend distribution sites and ensure proper information sessions are conducted for participants
- Support monitoring and evaluation efforts to document project outputs, outcomes, and impact to inform donors and other internal reporting.
- Responsible for the filing and record keeping of project activities.
- Contributes to the analysis of data collected to facilitate assessment results and lessons learned.
- Monitor adherence to grant agreement, Mercy Corps policies and procedures, and relevant external rules and regulations.
- Prepare weekly reports to be submitted to the Project Manager. Contribute to quarterly reports and other ad hoc reports to meet donor and internal requirements.
- Ensure strong engagement and communication with participants, and make sure that inquiries are answered in a timely manner, in coordination with the CARM hotline Officer.
- Any other task relevant to the position and as requested by the Project Manager.
Supervisory Responsibility
Project Officers will be reporting to the Cash Coordinator
Accountability
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our project participants guiding international relief and development work, while actively engaging participating communities as equal partners in the design, monitoring and evaluation of our field projects.
Team members are expected to conduct themselves in a professional manner and respect local laws, customs, and MC's policies, procedures, and values at all times and in all in-country venues.
Reports Directly To: Project Manager
Works Directly With: Humanitarian program manager, Project manager, Field staff (Cash Officers and daily workers), Accountability officer, Mel manager, Mel officers, and other programs and support departments
Minimum Qualification & Transferable Skills
- BA/S in Management or other relevant field;
- At least three years of progressive experience in the implementation of Cash Programs
- Knowledge of cash delivery mechanism and modalities.
- Proven ability to liaise with Municipalities and to find constructive solutions;
- Experience creating and managing detailed action/project plans and budgets;
- Experience drafting detailed requirements for use by third parties to execute against;
- Proven ability to work with vulnerable participants from all backgrounds;
- Ability to analyze and prioritize to meet objectives;
- Great communication skills
- Proficiency in English essential.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting.
