Agriculture and Rural Empowerment (ARE) Activity- Request for Proposals RFP_ARE_04_10_22 BBRB - Rehabilitate and Restore damaged businesses in Beirut region.

The USAID-funded Lebanon Agriculture and Rural Empowerment (ARE) Activity, implemented by Chemonics International, aims to develop rural economies in Lebanon through support to the agro-food sector and other industries to unlock local and export sales potential while also creating jobs and increasing farmers' and workers' incomes.  

As part of the USAID-Funded ARE activity, Chemonics is soliciting proposals from eligible suppliers who are specialized in Engineering, Contracting, and Information Technology, to participate in the rehabilitation and restoration of the damaged businesses in Beirut region.

Chemonics, under its Agriculture and Rural Empowerment (ARE) activity has initiated the Building Business Resilience in Beirut Intervention. ARE aims to support at least 200 F&B-related and other MSMEs in blast affected neighborhood including fruit and vegetable shops, mini markets, bakeries, restaurants and cafes, and butcheries; small workshops and/or light manufacturing facilities in the targeted neighborhoods were assessed for support. Support may include non-structural rehabilitation works, small equipment, small-scale alternative energy products and/or furniture.

Chemonics, is soliciting proposals from eligible firms for the procurement and delivery of material assistance and support to the small businesses identified under the Building Business Resilience in Beirut Intervention.

Offerors are responsible for ensuring that their offers are submitted in accordance with the instructions stated herein. Failure to adhere with the instructions described herein may lead to disqualification of a proposal from consideration.

Offerors should take note that this RFP does not obligate Chemonics-ARE to execute a subcontract nor does it commit Chemonics to pay for any costs incurred in the preparation and submission of any proposals for this solicitation. Furthermore, Chemonics-ARE reserves the right to reject any and all offers, if such action is considered to be in the best interest of Chemonics.

Questions regarding the technical or administrative requirements of this RFP may be submitted no later than 05:00 PM Beirut Local time on November 11, 2022, by email to procurement@lebanonare.org. Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification—and the responses thereto—that Chemonics believes may be of interest to other offerors will be circulated to all RFP recipients who have indicated an interest in bidding by November 18, 2022. 

All quotations to this RFP must be received via email by the deadline no later than 5:00 PM Local Beirut time on November 30, 2022, to procurement@lebanonare.org, with “RFP-ARE-004-10-22” in the email subject line.  

Technical and financial offers must be received as two separate documents in the same email.
