Development Coordinator - Saida Area (South)

MAJOR RESPONSIBILITIES

Project and program implementation

Set the annual operating plan and budget in coordination with the DME unit, Area manager and area accountant.

Lead the community in implementing the project activities with support from community volunteers, field interns, Community-Based Organizations, stakeholders, external consultants and World Vision Lebanon staff.

Strengthen the understanding of community development and ownership and of social sustainability among the stakeholders in the area.

Enable and facilitate networking and connections among local stakeholder groups and between local partners

Monitor the implementation and progress of the project(s) according to approved stated objectives, plan of action, budget and record progress by working closely with the Design, Monitoring, and Evaluation unit and the Area Manager.

Interact regularly with area manager and NO sector specialists to seek technical guidance and expertise regarding project related issues

Participate periodically in evaluating the impact of the project on the beneficiaries with support from the DME unit.

Implement audit recommendations, ensuring compliance with World Vision standards.

Lead and coordinate the development and implementation of a plan for building understanding on sponsorship in communities during each step of the programme process in close cooperation with the sponsorship officer

Ensure close coordination with Sponsorship Operator in order to meet sponsorship process through programming

Data Collection and Learning

Ensure accurate and timely data collection  for project design

Ensure that regular needs assessments and observational studies of the living conditions of communities at the area level are being conducted through Focus group discussions, questionnaires and are triangulated with secondary data review.

facilitate lessons learned reflections and action learning events with the community and local partners/stakeholders)

Reporting and information management

Prepare monthly, quarterly and annual progress reports (financial and operational) on the proceedings of the project(s).

Keep and file records and correspondences related to the project

Coordinating and building relationships

Build and maintain relationships with local stakeholders to ensure effective project implementation

Build strong relationship between WV and partner community groups to maintain and monitor the effectiveness of the partnerships over time.

Identify, facilitate, coordinate partners’ capacity and when necessary, deliver targeted training to meet project objectives

Coordinate with the Communications department at the National Office for story coverage at the project level.

Facilitate project visits by donors and other visitors

Actively search for new partners within and outside the community, identify how these partners can work together towards shared priorities for child well-being and initiate, develop and manage partnership arrangements with them.

Ensure that the capacity of community partners and volunteers is built to facilitate and manage development plans focused on child well-being

Build the capacity of community partners and volunteers to facilitate and manage development plans focused on child well-being

Participate in and support the community partners in the development and implementation of monitoring and evaluation tools and measurements of program/project effectiveness to track the delivery of joint outcomes.

Assist in identifying new projects’ opportunities in order to increase funding and impact

Communicate potential project proposal ideas with area manager and DME unit to further the impact of the existing project.

Work on developing new concepts and supporting program officers in drafting new proposals writing as per the identified needs.

Coordinate local level Advocacy activities

Coordinate with the Advocacy department to support the implementation of the World Vision Lebanon Advocacy strategy at the area and community level.

Assist in identifying and responding to existing and potential child protection threats at the community level in close coordination with WVL Child Protection Officer.

Develop and maintain relations with key stakeholders and ensure representation and participation in related advocacy networks at the area level.

Sponsorship

Lead and coordinate the development and implementation of a plan for building understanding on Sponsorship in communities during each step of the program process in close co-operation with sponsorship unit. 

In Coordination with Sponsorship Officer, work with Area team to contextualize sponsorship message and prepare a communication plan for partners, community members, families and children.

Ensure the quality of messaging on sponsorship for communities and partners.

Coordinate with the Sponsorship Officer on the growth plans within the zone.

Ensure full compliance with World Vision Sponsorship standards by overseeing the quality of Sponsorship management.

Analyse risks and challenges to sponsorship operations and develop appropriate strategies to ensure sponsorship effectiveness in each phase of the programme in coordination with Sponsorship Officer

In coordination with the Sponsorship officer, prepare the sponsorship operations plan, including the requirements of sponsorship annually.

Ensure sponsorship Key Performance Indicators and sponsorship policies are met.

Ensure the quality and timeliness of sponsorship requirement

Identify and assess potential partners for child sponsorship in coordination with Sponsorship Officer.

Monitor and support partners and volunteers and staff in meeting sponsorship requirements efficiently and effectively.

Ensure that planning, analysis and reporting of Child Monitoring takes place.

Support the DFs in Registering children when needed as per the budgeted plan while ensuring the consent of the parents that have correct sponsorship key messages

Ensure quality communication between registered children (including the most vulnerable) and sponsors, including arrangements for donor visits if required in coordination with Sponsorship Officer.

Monitor and manage ongoing community understanding and ownership of child sponsorship and design plans for continuous education and increased ownership overtime in coordination with Sponsorship Officer.

Ensure the sponsorship quality standards are met with respect to child data, child greeting video, photos, activities and child protection.

Team management and development

Supervise direct reports and assist them in understanding their role and in identifying appropriate solutions to problems, concerns, and issues that are faced in their area.

Ensure that related Development Facilitators are communicating effectively World Vision’s identity, mission, vision, values and its approach in order to work in ways that are contextually appropriate and clear.

Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building.

Ensure that staff understand and follow the WV child protection policy, that efforts are taken to respond promptly and appropriately to child protection incidents, and that awareness raising for prevention and reporting of child protection incidents occurs within the program area.

Ensure WV core values and principles are upheld at the project site by all staff.

Safety and Security responsibilities

Responsible of own security and actively contribute to a positive security culture

Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager

Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented

Perform other related tasks as assigned by the area manager

Attend and participate in local and international capacity building events as required

Attend and participate in staff spiritual nurture events and other organizational events

 

KNOWLEDGE, SKILLS AND ABILITIES

University degree in a field related to community development work (preferably with experience in a field such as sociology, public health, agriculture, economics, education, etc.).

Strong understanding of community-led development work

Basic understanding of design, monitoring, and evaluation

Knowledge of data collection and analysis

Strong critical and analytical thinking skills

Strong facilitation skills

Strong project management skills

Strong communication skills in English and Arabic

Strong interpersonal skills, including the ability and commitment to listen to others

Very good command of Arabic and English.

Computer literate in Microsoft Office package

Good Problem solving skills

knowledge of World Vision’s program tracking system in Horizon

Knowledge of child protection systems

Knowledge of Child well Being

Knowledge in Partnering principles

Development facilitation skills , including catalyzing, connecting, and building the capacity of community groups
