FSL and Nutrition Head of Project

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

WE WORK IN LEBANON AGAINST COVID-19 

  • Focusing on Syrian refugee population and Lebanese host communities,  
  • mobilization committees, 
  • isolation centers,  
  • municipalities and service providers. 
  • Conducting training for health personnel.  
  • Distributing disinfection and dignity kits.  
  • Installing latrines for people with specific needs in Aarsal.  
  • Carrying out channel cleaning to ensure proper drainage. Distributing water through tanker trucks. 

The FSL Field and Nutrition Head of Project will be responsible of:

  • The Head of Project (HoP) will be responsible of the implementation of GIZ activities in Zahle Lebanon covering Central and West Bekaa area. The HoP will be tasked to ensure that the project activities are implemented and monitored in accordance to the program work-plan and logical frameworks and will be supporting the design of new proposals. The HOP will be actively engaged in field monitoring, risk reduction and will be responsible of the management of 3 team members.  
  • Ensure quality intervention with MEAL tools, field monitoring and quality reporting

 

Objective 1: To ensure timely and quality implementation of Food security, livelihoods, and Nutrition activities (25 %)

  • To support the Program Manager (PM) and DPM  in design of the beneficiary selection process
  • To supervise the field officers in the beneficiary selection process daily and to actively support the process
  • To present FSL and nutrition activities  work-plans, designs, and proposals to the DPM based on on-going ACF programs.
  • To plan and facilitate the design of trainings to be provided to FSL and Nutrition  program participants
  • To provide weekly work-plans and tasks to the Field Officers based on project work-plans and ensure good allocation of tasks through follow ups with Field Officers
  • To be present in the field regularly  to follow up project implementation and monitor the field staff
  • To actively support ACF’s implementing partners in conducting their food security and nutrition activities in the area
  • To represent PM and DPM  on daily encounters with program stakeholders
  • To supervise the field officers in conducting the activities (registrations, distributions, briefings, monitoring, reporting, etc.)
  • To supervise the field officers in the beneficiary assessment process on  daily basis and to actively support the process.
  • To facilitate the implementation of pilot FSL   activities in Bekaa and present results with written and narrative reports to the PM and DPM
  • To provide distribution plans, procurement requests to the  DPM based on agreed project work-plan
  • Prepare project materials alongside with the teams, such as IEC, training modules, workshops, etc.;
  • Actively participate in budget follow up meetings with the PM and DPM
  • Ensure project monitoring activities are implemented according to the project work-plans
  • To support drafting of FSL and nutrition  sector analysis sections in conducted assessments and surveys under the guidance of DPM and PM and in coordination with MEAL Manager
  • Follow-up the MEAL plan and project indicators, in coordination with MEAL Department;
  • Support the staff under line management in integrating MEAL activities;

Objective 2: To promote the comprehension and support the implementation of FSL and nutrition interventions in Central and West Bekaa (30 %)

  • Collect and evaluate information on livelihoods, FSL and Nutrition of the targeted populations and identify their needs
  • Identify FSL and nutrition support needs of the refugee and host communities population and propose intervention opportunities in line with ACF country strategy to the PM and DPM.
  • Be responsible for the design and specifications for FSL and Nutrition interventions and materials, in coordination with the PM and DPM  at base level as well as the Nutrition and FSL Coordinators
  • Plan and collect systematically the means of verification for the project (attendance sheets, distribution list of beneficiaries, etc.)
  • Finalize with the Nutrition staff the curriculum and schedule for the nutrition group sessions and IYCF counselling
  • Ensure the smooth and effective delivery of the nutrition group sessions and follow up with individual cases requiring extra support.
  • Under the guidance of the DPM, actively coordinate with other agencies implementing FSL and Nutrition interventions in Bekaa
  • Under the guidance of the DPM and PM, actively coordinate with other stakeholders in livelihoods and nutrition sector in South Lebanon
  • Represent ACF in regional working group meetings in coordination with the PM, DPM, Food Security and Livelihoods Coordinator,  and the Nutrition Coordinator .
  • Represent ACF in national working group meetings in coordination with the PM and the Food Security and Livelihoods Coordinator
  • Support the identification and design of  FSL and Nutrition proposals in Bekaa

Objective 3: Team Management (30%)

  • Divide the tasks and responsibilities between team members according to programmes’ needs, including delegation systems;
  • Prepare field staff weekly and monthly workplans with  DPM in accordance with the project’s overall implementation plan
  • Participate in staff training , helping to build technical capacity of staff , operators and partners in the area of Nutrition and FSL
  • Monitor and coach colleagues and team members, building the capacity to obtain high quality results and impacts.
  • Helps to develop and execute context – specific solutions to improve collaboration, coordination and performance.
  • Ensure the good respect of working condition while in office or the field, especially the respect of ACF Code of conduct and standard operation procedures for the area of operation and safety rules on the construction sites.
  • Ensure staff appraisals are conducted and together with the  DPM
  • In collaboration with HR Department, ensure the follow-up of the leaves and working hours of the team members;

Objective 4: Finance and Logistic (10 %)

  • Organize day- to-day logistic, administration and personal activities
  • Manage all related program equipment and materials in close consultation with the logistic / procurement officer. Maintain and ensure proper project asset register 
  • Ensure a proper forecast and budget follow-up of the project, in close coordination with the Logistics and Admin Department.
  • Ensure the application of the Log –Kit forums and procedures pertaining to the supply chain, procurement, transport / movement
  • Supervise specific project (s) budget forecast & follow up
  • Participate in the design of new budget
  • Flag any deviation to the Programme Manager and DPM and propose solutions.
  • Flag any issues with supplier (quality of the service and respecting the clauses of the contract) to the line manager and Logistics.
  • Use the internal tools and processes for procurement and stock follow-up.
  • Prepare the weekly transportation request and planning for her/his team.

Objective 5: Reporting (5 %)

  • To be involved in the final project reporting: monthly APRs intermediate and final reports
  • Report the progress of the work to his / her inline supervisor and material used
  • Report possible problem or conflict during the activities
  • Report weekly activities and transportation needs
  • Contribute to project and beneficiaries’ data collection and reporting
  • Regular reporting to FSL PM and DPM.

Objective 6:  Security

  • To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
  • To communicate to the security managers of the working location any security related information or non-compliance with the security plan

Objective 7: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

Training/ Education:

Bachelor’s degree in social work, economy, food security, Nutrition, humanitarian action or any related field

Technical specific knowledge:

Food security and livelihoods, nutrition, economy, etc.

Previous experience:

  • 3 to 4 years’ experience in humanitarian and development organizations
  • 1 year experience in livelihoods programs are desirable
  • Experience in CBI is preferable
  • Experience in managing field team is preferable
  • Experience in the Beqaa is preferable

Humanitarian sector knowledge:

Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country

Languages:

Native Arabic compulsory, good level of English

IT and specific systems:

Good skills in Microsoft Word, Excel, Outlook and good skills in smart phones
