Overview on Utopia

UTOPIA is a non-governmental, non-profit organization dedicated to abolishing all types of social discrepancies through specialized projects and programs that rely on voluntary work, in hopes of acquiring social justice among people within the same society regardless of their political or religious beliefs. UTOPIA Association relies on fundraising to cover operational and program implementation expenses. Its sources of funding are international grant institutions in addition to local donations from the private sector and fundraising activities. We constantly try to reach out to potential partners that share the same strategic values as ours. To achieve our mission, we invest in the following programs: Community Service, Youth Empowerment, Women Empowerment, Child Development, and Advocacy.

UTOPIA is operating in North Lebanon since 2012 and has been developing its internal systems since the beginning. UTOPIA works on different projects, from different scales and with different donors and partners. UTOPIA is keen to ensure the best practices in all its interventions, and to main high-quality work always.

In the past, UTOPIA did not have a fixed MEAL team or a specific system. UTOPIA works in close coordination with the partner's MEAL department and assigns different MEAL staff for different projects as needed. UTOPIA is looking now to develop a MEAL system, and to establish a MEAL department.

Consultancy Scope of Work

Accordingly, UTOPIA is requesting the services of a consulting firm to build internal MEAL capacity and to support the establishment of a MEAL system within the organization.

The scope of work shall include:

• Rapid assessment of existing MEAL policies & procedures
• Development/enhancement of customized MEAL policies & procedures that fit UTOPIA’s work and are in line with international best practices.
• Identification, classification, and enhancement of the MEAL tools adopted by UTOPIA in different projects
• Training UTOPIA staff on MEAL in the frame of project cycle management/ theory of change
• Creates Job descriptions for the MEAL department staff
• Coaching the new MEAL team on the newly developed MEAL policies and procedures
• Conduct one-to-one follow-ups based on the different roles of the MEAL staff and share recommendations and best practices for their roles.
• Other tasks as identified are needed in the rapid assessment.

Duration: Work to take place in the duration between December 2022, and February 2023.

Firm Qualification Criteria

• Registered firm with + 5 years of experience in M&E, consulting and training.
• Prior experience in developing MEAL Policies, Procedures, Frameworks & Forms.
• Prior experience in training on MEAL.
• Knowledge and experience in working in MEAL with INGOs and understanding international best practices.
• Experience in working with UTOPIA or similar organizations is a plus.
