ACTED Lebanon is deeply committed to localization, as evidenced by its network of 80+ CSOs, 12 million USD channeled to partners, and 76% of projects designed & implemented with CSOs in 2020. ACTED is also a member of the LHIF/LHDF Partnership Task Force, and Shabake localization Task Force (and sub-committees for Capacity Strengthening & Partnership). ACTED’s localization strategy is three-fold:Fostering new linkages: By evidencing the usefulness of the academia in practice, sharing information, inviting CSOs to events, encouraging CSO networking and coordination with public authorities and international actors, taking steps to ensure diverse CSO voices are heard, supporting CSOs to navigate the humanitarian architecture. Incubating ideas: By thinking local, brainstorming vision with CSO leaders, sharing concept notes, learning from each other, sharing resources & identifying suitable funding opportunities. Mentoring & coaching to access & manage institutional funds: ACTED builds long-term trust with partners and develops a collaborating spirit, allowing for tailored peer-to-peer learning. With ACTED's extensive global experience with institutional donors, CSOs progressively adopt compliant financial & procurement procedures in attitudes & practices. This is done by mobilizing its own staff, mentoring & coaching beyond the scope of specific projects. Eventually, this approach aims to give national partners the opportunity to take responsibility to lead consortia.Smaller CSOs are de facto first responders. However, they are too often left out of the institutional international funding streams or contracted by international organizations as mere service providers, without being given the opportunity to develop a more accountable, evidence-based, and inclusive response through additional capacity development.
In response to that, ACTED is seeking expressions of interest from local grassroots actors based in Beirut and Baalbek interested in strengthening their structural capacities of the local emergency actors as well as enhancing their service delivery and accountability to the affected populations. This will be done through tailored training, mentoring & coaching coupled with dedicated grants to implement local humanitarian projects
