General information

 

Brief information on the project

The GIZ P-VAWG project “Fighting violence against women and girls in Lebanon" supports the National Commission for Lebanese Women (NCLW) in its coordinating role for the implementation of the National Action Plan (NAP) based on the UNSCR 1325, particularly with regards to the strategic priority on preventing and protecting women and girls from sexual and gender-based violence. All planned activities of the SFF project are aligned with measures defined in the NAP.

The aim of the project is to improve the coordination and cooperation between the various state and non-state actors in the prevention of VAWG, regarding the following objectives:

  • Improve data collection and analysis, uniform quality control standards for support services for survivors of VAWG, and a functioning referral system.
  • Selected Social Development Centers (SDCs), that function under the Ministry of Social Affairs’ mandate, will be supported in their role as they can be the first point of contact for women affected by violence. This, too, corresponds to a strategic measure explicitly provided for in the NAP. The main objective is to support SDCs in particularly disadvantaged communities.
  • In the same communities as the above mentioned SDCs, selected community-based organizations (CBOs) will be strengthened to carry out awareness-raising activities within their community as well as to offer concrete support services for survivors of VAWG.

 

Context

GIZ P-VAWG project is looking for a Monitoring and Evaluation consultant to support the team in preparing and conducting visits to partners, and focus group discussions with beneficiaries and in reviewing and updating the monitoring & evaluation documents and in leading on the process of collecting and filing means of verification from partners.

 

The contractor shall provide the following work/service:

  • Preparing and conducting up to 30 focus group discussions with beneficiaries in collaboration with the project team and with partners
  • Leading on the process of collecting means of verification from partners and reviewing as per final report submitted by each partner
  • Updating the monitoring and evaluation tables and folders as per information collected in collaboration with the project team
  • Visiting partners and conducting interviews for success stories

Deliverables include the following:

  • Focus group discussions guidelines and agendas
  • Workplan for data collection of MOVs and for FGD
  • Report with success stories
  • Final report for FGDs including the collective result from all discussions

 

Tender requirements

 

1. Qualifications of proposed staff

1.1.1 General qualifications

  • Academic background in Social and Political Science, Development Studies, Gender Studies, Public Administration, Project Management or related fields
  • A very good knowledge of Gender and Gender Based Violence
  • Qualification in monitoring and evaluation of projects in the development field, specifically in the gender and GBV fields
  • Knowledge and application of DO NO HARM principles 
  • Experience in preparing and conducting focus group discussions, and interviews with beneficiaries and partners
  • Excellent interpersonal and communication skills
  • Work experience in Lebanon
  • Experience in working with international organizations
  • Experience in advising on gender projects and programmes

1.1.2 Experience in the region/knowledge of the country:

  • At least 5 years' experience working in Lebanon on monitoring and evaluation of projects  

1.1.3 Language skills:

  • Business fluency English and Arabic

Submission of bids:

If you are willing to provide the service, you are kindly requested to send TWO Separate emails (one for technical and one for financial offers) with the following instructions:

 

  1. The offers/Proposals shall be sent as PDF files to the following email:

             Latest by Wednesday December 14th, 2022, till 23:59 o’clock (Beirut Local Time).

 

Note: Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.

 

  1. One email with the PDF file shall be sent for the Technical Offer and another email with the PDF file for the Financial Offer. Both Email subjects and PDF files shall have the same name as follows:

    2. The name (Individual name)/ Financial offer/ Tender no. 83425320

 

N.B: All offers not sent as mentioned above will be disqualified.

 

  1. The offers shall be submitted in English language only.

 

  1. The offers shall be signed & stamped.

 

  1. The financial offer must be in USD only including VAT, should be valid at least for Eight Weeks after the submission date (Please mention it in your offer).

 

  1. You shall not be reimbursed for your submitted offers.

 

Technical and Financial offers/Proposals (in two Separate emails and each email contains a PDF file),

1-Technical Offer/Proposal which consists of:

  • Resume
  • Cover Letter
  • MoF number Certificate

2- Financial Offer/Proposal, which should consist of:

  • Bank account details of the consultant inside Lebanon (fresh account if any)
  • Financial Offer filled out signed and stamped

 

Detailed instructions of the contents of your offer/proposal and the mode of presentation/submission are attached both in the ToR and Technical Assessment Grid.

 

The technical offer has a weighting of T:70% and the price offer F:30%

 

The following formula will be used:

 

Technical evaluation of bid * 70% + most economical bid*30%

Technical evaluation of best bid               price of bid

 

Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers/quotations, it shall indicate that your offer has not been accepted. You shall not receive a separate notice to this effect.

 

The bidders shall not be reimbursed for their submitted offers.

 

Non-compliance may result in your bid not to be considered.
