Residential Care Centers Consultant

himaya is a Lebanese Non-Governmental Organization dedicated to making child protection a right across Lebanon. himaya aims to break the silence around child abuse and offers children the life skills they need to defend themselves. himaya also supports survivors of abuse and provides them with the psychosocial support they need to overcome their experiences.

In order to be as effective as possible, himaya works with children, their families, and environment as a whole. It strives to make a change on a national level with the help of its two main programs: the prevention and resilience programs.

Himaya NGO intend to contract a consultant for the below requirement job description:

Terms of Reference

• Prepare  a list of working residential care centers in Lebanon from the Ministry of Social Affairs and other sources.
• Conduct a desk review
• Setting an action plan and  a time frame for the consultancy
• Creating an assessment tool in coordination with the Advocacy & Judicial Protection Advisor.
• Checking and assessing for each residential care center the following points:

• Field visit to the residential care center
• Meeting with the person in charge of the residential care center.
• Meeting with the person in charge of the organization to which the residential care center is linked (If that is the case).
• Conducting an evaluation based on the following points:

• The criteria of admission and whether these criteria are met in real life or not.
• If the center admits special needs cases.
• Whether the center admits cases referred from the court or not and if they write judicial reports upon request.
• If the center offers intervention services with the child, the family or both.
• The frequency of the child’s progress evaluation (If any).
• The hiring criteria and the hiring process.
• Internal regulations of the center including the service type, the leaves regulations, the summer holiday regulations and the code of conduct.
• Whether the center covers health insurance costs.
• The quality, the cleanliness, the layout and the surroundings of the building.
• The quality and the availability of the equipment.
• The safety measures and equipment.
• The programs, the activities and the educational services.
• The team, their professional backgrounds and their shifts.

• Reporting the progress on a monthly basis to the Advocacy & Judicial Protection Advisor.
• Sharing the attendance sheet and the relative invoice with the Advocacy & Judicial Protection Advisor on a monthly basis.

• Drafting the final report that includes all the findings at the end of the project.

Competencies:

• Bachelor’s degree in social work or related field
• 07 years of Human and/or Child rights experience
• Similar and/or residential care centers experience is a plus
• Knowledge of evaluation tools creation
• Experience in data collection, data analysis and report writing
• Good organizational skills and attention to details
• Fluent in English, both written and spoken
• Fluent in Arabic (conversational), both written and spoken
• Proficiency in Microsoft Office applications including Excel, Word, and PowerPoint

Delivery

• Services should be delivered in a period no longer than 50 working days – each day is made up of 8 working hours
