MAAN has been implementing a project that work on civic and political education of active youth since 2018. This project aims to enhance the effort of the youth right holders in their local communities and at the national level through implementing the workshops, seminars, initiatives, and youth exchanges.
Objective of the Impact Assessment
To conduct a systematic, objective, and comprehensive assessment of the impact of the activities implemented on different levels with a particular focus on its impact on youth activism. This assessment should provide information that is credible and useful.
Required Tasks
- Develop a comprehensive and inclusive methodology.
- Review all project reports, manuals, and criterions.
- Conduct structural meetings with key project and organization personnel.
- Develop FG guidelines and conduct 2 FGs with Activists.
- Provide MAAN with a clear weakness and strengths of the activist’s academy.
- Provide MAAN with clear guidance and directions to improve the academies in the future.
Expected Deliverables
Deliverable 1: An inception report that includes (i) detailed methodology and (ii) final workplan due one week after the start of the consultancy.
Deliverable 2: A structured and thorough report describing (i) the methodology, (ii) an executive summary along, (iii) the detailed outcomes of the impact assessment and (iv) operational recommendations for improving each of the criteria evaluated (max 15 pages).

Principles Underpinning the Approach to the Assessment
- Impartiality and independence of the assessment process from the programming and implementation functions.
- Credibility of the assessment, through use of appropriately skilled and independent expert and the transparency of the process, including wide dissemination of results.
- Usefulness of the assessment findings and recommendations, through timely presentation of relevant, clear and concise information.
Requested Qualifications
- Familiar with the Lebanese political, social, and civic context.
- Active in the political, social, and/or civic sphere.
- More than 7 years of experience working as an evaluator and impact assessor.
- Strong knowledge and practical experience pertaining to youth, activism, accountability, civic education, political education, advocacy, citizenship, policy, and/or relevant spheres.
- Experience working with non-governmental organizations.
- Fluent in Arabic and English.
- Excellent communication and writing skills.
- Strong methodic and structured approach.
- In capacity to perform numerous field visits across Lebanon.
