Program Manager

SMEX is recruiting a full-time Program Manager to lead on the planning, delivery and development of the different programs within the organization.

Responsibilities include and are not limited to:

  • Oversee the assigned portfolio of programs, project management, monitoring, analysis, stakeholder coordination, and resource allocation
  • Manage program related staff and consultants
  • Develop detailed and actionable plans for the program, turning goals into activities, and activities into milestones
  • Cultivate and strengthen relationships with program partners, enabling coordination among parties for the successful implementation of the program
  • Suggest new ideas and solutions for the assigned programs, and contribute to new program development
  • Oversee all administrative aspects of the program and ensure program implementation complies with funder requirements and SMEX policies and procedures, in coordination with the Operations Manager
  • Manage program reporting, ensuring the appropriate compilation and presentation of relevant information pertaining to monthly, quarterly reports and yearly reports and work plans
  • Create, develop and review proposals
  • Assist project managers and coordinators in establishing quality benchmarks for each project, developing checklist and tools to monitor benchmarks, and ensure quality monthly reports;
  • Support projects staff to design tools for monitoring and evaluation of project activities as agreed in the MEAL framework
  • Ensure that learning from the previous or current programs and projects are fed into new program design;
  • Work with the Operations Manager and Project Managers and Coordinators to develop systems and clear agendas for capturing and using learning and knowledge captured;
  • Create a learning and research agenda and implement a system designed to identify lessons learned and disseminate timely information;

Required

  • Bachelor’s degree and/or a minimum of 6-10 years of experience in managing projects and stakeholders in the human rights sphere, preferably in digital rights 
  • Proven track record of teamwork at nonprofit organizations
  • Experience working in multicultural environments and teams, and strong cross-cultural communication skills
  • Strong written and verbal communication skills
  • Proven ability to prioritize and handle multiple ongoing assignments
  • Ability to work independently and deliver tasks on deadline
  • Familiarity with SMEX’s core issues and must share common human rights values around privacy, users’ rights, electronic surveillance, data protection, freedom of expression, accessibility, open culture
  • Experience with both quantitative and qualitative research (preferred)
  • A strong command English, written and spoken, Arabic is a plus
  • A good understanding of the digital rights context globally, and in the MENA region. Being in touch with different human/digital rights networks in the region is a plus
