MHPSS Officer

OBJECTIVE OF THE POSITION:

Under the supervision of the Project Manager and in close collaboration with the MHPSS Technical specialist, the MHPSS Officer will accompany the project’s partners’ MHPSS team in the implementation of the project and contributes to the project’s MEAL.

Line managed by: Project Manager

Functionally reports to: the PM

Interacts with:

- Internal: Country Manager, Operations Manager, project team, MHPSS Technical Specialist, MEAL and IM staff, support services staff.

- External: The project partners, the authorities in the project area of implementation, other stakeholders including local organizations and INGOs in the area of implementation.

Responsibilities

Responsibility 1: Contribute to the development of tools for the project implementation and to the capacity building of the project team and partners.

Aim: Ensure the poject team understands and is able to apply the chosen modalities of intervention in compliance with the emergency  and technical framework.

Tasks : 

  • Participate to the selection and contextualization of the modalities of intervention in compliance with HI emergency and technical framework.
  • Contribute to the development and/or adaptation of methodologies and to the development of high complexity technical tools, including full training packages as required by the MHPSS Specialist and Project Manager.
  • Develop or adapt low/medium complexity technical tools
  • Organize and/or participate to the tools testing whenever appropriate and adjust them according to the results of the test
  • Provide ad-hoc support to the team during tools use including field coaching
  • Contribute to assessing HI project team to define suitable training plan and training package

 

Responsibility 2: Support the implementation of project activities.

Aim: Ensure  that the project intervention contributes to positive outcomes for the beneficiaries

Tasks:

  • provides support, coaching and follow up to the partner’s MHPSS team daily work during the implementation of the following activities:
    • PFA (psyhcological First Aids) – during emergency response.
    • Community based/ structured PSS (Psycho social support) group sessions
    • PSS individual sessions.
    • MH rehabilitation individual/ group sessions.
    • Contribute to coaching partners on safe internal and external safe identification and referral
  • Directly carry out the following activities:
    • Team weekly planning
    • Coordination of activities with other pillars of the project (i.e. Rehabilitation activities and referrals)

Responsibility 3: Contribute to project’s monitoring, lessons learning and reporting 

Aim: Ensure the project intervention remains on the right track and it takes into account the good/bad/successful/failure practices

Tasks:

 

  • Contribute to the development of low/medium complexity data collection tools in collaboration with the Technical specialist, technical officers, MEAL and IM.
  • Collect data in relation with core tasks and contribute to the measurement of the progress made.
  • Support the Project Manager in analysing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention
  • Contribute to the identification of good practices under the project
  • Develop case studies and success stories to illustrate changes induced by the project and for communication use
  • Contribute to planning and produce activity reports
  • Contribute to the production of the donor report,
  • Contribute to the preparation and implementation of project quarterly review
  • Participate to the organization of technical reviews and technical missions
  • Contribute to the development of lessons learning exercise, data collection and analysis and the production of dissemination document
  • Facilitate the field implementation of project’s evaluations
  • Coordinate with the accountability agent and Feedback Complaint Mechanism (FCM) focal point with partners for FCM related findings.
  • Carry out regular monitoring visits to partners’ sites and venues to ensure correct implementation methodology is adapted.

EDUCATION AND EXPERIENCE:

  • MA in Clinical Psychology or MD Psychiatry, both with a clinical license/diploma to provide psychotherapy or psychiatry. Preferable Other certificates demonstrating continuous professional development
  • Minimum 3 years’ experience in the field of expertise,
  • Minimum of 4 years practical experience in working with vulnerable group including Persons with Disabilities.
  • Experience in providing technical advice and coaching to teams
  • Preferable Experience working with Non-governmental organizations in emergency or/ and development context
  • Ability to work in a multidisciplinary team and autonomy in work
  • Demonstrated ability to develop and apply clinical tools 
  • Proven experience in development and provision of training and coaching.
  • Trained on and able to provide supervision on evidence-based psychotherapies and on mental health approaches in emergencies (IASC guidelines, Psychological First Aid, mhGAP, crisis management protocols, users centred approach…)
  • Good writing skills
  • Ability to work with partners
  • Knowledge of referral mechanism
  • Ability to develop accessible information materials
  • Ability to respect deadline and work under pressure

Basic salary range for the position : The MHPSS Officer is going to be paid according to the experience and to HI salary Grid.

Basic Salary range between USD 1400– USD 1800
