Qualifications

  • Master’s degree in Engineering with focus on construction/ civil engineering

 

Professional experience

  • Proven track record of minimum 7 years’ work experience in engineering/construction, of which at least 4 years’ experience in constructions in the water/wastewater sector.
  • Experience in working in the international cooperation sector of at least 3 years.
  • Proven experience working with municipal or private utility companies in the fields of water and wastewater construction activities in Lebanon
  • Demonstrable ability and skill to formulate tender documents for the supervision of construction activities
  • Experience in the sector of renewable energies is an asset
  • Proven knowledge on the processes required for construction activities in Lebanon (from a legal and technical point of view)

 

Other knowledge, additional competences

  • Very good English and Arabic language skills – spoken and written.
  • Strong social, interpersonal and communication skills.
  • Team player.
  • Demonstrated creativity, flexibility and comfort in frequent travel to various locations in Lebanon and working half of the time from Beirut.
  • Demonstrated knowledge of the public sector in Lebanon including regulations, laws and stakeholders
  • Demonstrated communications, writing, and presentation skills.
  • Proficient in use of Microsoft Office (PowerPoint, Word, Excel, Outlook) or equivalent open-source packages

 

  1. Responsibilities

The position holder is responsible for:

  • Coordination for the construction component and all related activities.
  • Managing the communication and technical and administrative processes between the project, the contractors, including the architectural office and executing companies, the GIZ construction unit and contracts unit at GIZ’s German headquarters and the procurement unit at the country office in Lebanon in all required processes for construction measures.
  • Advising involved stakeholders (i.e. government partners, companies and communities) in the demolition and construction processes and provide supervision in the overall implementation. 
  • Coordination with the national partners as well as the international partners from the Ministry of Energy and Water (MoEW), the Water Establishments (WEs) and others.
  • Preparation of tender documents and processes in line with GIZ processes and regulations.
  • Supervision and liaising with supervisors of contractors to ensure efficiency and compliance of the demolition and construction processes.
  • Support final acceptance and handover of the building/construction site to MoEw and WEs.
  • Manage the monitoring and evaluation of the construction component, i.e. compilation of information, M&E reports, photos, etc.

The position holder

  • Ensures effective overall communication and sharing of information on construction processes including presentations to different stakeholders. 
  • Ensures that building permit is acquired and that all local administrative requirements are complied with.
  • Manages the design and planning of construction activities (technical, implementation, timeframes and budget) in coordination with relevant partners.
  • Validates construction designs together with all relevant stakeholders, drawings, surveys, specifications and bills of quantities before activities are implemented.
  • Accompanies technical appraisal with the relevant governmental stakeholders and GIZ country office/construction unit, and other relevant partners. Obtain any expert opinions necessary.
  • Develops operational plans and schedules for program implementation; plans and manages budgets.
  • Prepares tender documents and supports the GIZ country office in the preparation and implementation of contracts. 
  • Monitors progress and compliance of construction work and provides regular feedback on progress, quality of constructions and challenges to the superior.
  • Coordinates the implementation of demolition and construction with all relevant parties.
  • Liaises with contractors and suppliers to ensure timely delivery of goods and services. Check progress reports and invoices of partners and/or companies against original budgets and proposals.
  • Ensures sustainability, including full documentation and capacity development measures and supervision of stakeholders to enhance technical and maintenance skills.
  • Represents the project in meetings and workshops as necessary.
  • Supports final acceptance and handover of construction works to the relevant stakeholders. Ensures complete documentation of the construction and rectification of deficiencies, if necessary.
  • Provides advisory services to the Enhancing Water Resource Management (WAMA) project and other GIZ projects on construction related matters.
  • Performs other duties and tasks at the request of the Team Leader.
  • Frequent duty travels to the constructions sites which will be located in different governorates according to the selected sites.
  • Prepares work schedules for construction activities in collaboration with project team and project manager.
  • Ensure technical documents (design drawings, technical specifications and bills of quantities) are clear, complete and compliant to programmatic requirements; ensures all permits required for construction activities are obtained prior initiating works.
  • Organize and participate in the partial, substantial, and final reception of works after verifying the correction of all defects.

 

Project Description:

About “Enhancing Water Resource Management" - Lebanon faces major challenges in its efforts to improve wastewater management. Although the Lebanese Government, together with Supporting Partners (SPs), is seeking to add to or complete unfinished systems and put them into operation, the requisite legal, financial, institutional, and organisational framework for sustainable wastewater management is currently not in place. GIZ “Enhancing Water Resource Management” (WAMA) project’s objective is therefore: The foundation has been laid for improving the legal, financial, institutional, and organisational framework for wastewater management. For this the project targets four major fields of activities. (1) An energy-efficient sewage sludge management system has been piloted by a selected WE at a wastewater treatment plant. (2) The conditions for increasing the technical and financial capacities of one WE have improved. (3) Conditions for WEs to assume responsibility for wastewater collection and treatment have improved. (4)  Lebanese participation in outreach activities and the sharing of information on water and wastewater sector issues has increased. In (1) and (2) construction work is envisioned for the support in sludge management e.g., through the construction of a solar greenhouse sludge drying unit and in (2) in the establishment of district metered areas.
