Cash & Finance Officer (Lebanese Only)

DESCRIPTION: 

FUNCTIONS

The Cash & Finance Officer will be responsible for the cash distribution activity of the project as per program and ACTED finance guidelines and will directly undertake and document the following tasks;

Go on the field to conduct cash payments to beneficiaries;

Direct contact with the Field Officers who will provide the supporting documents based on beneficiary’s selection, attendance to workshop/training, amount to be paid;

Insure the compliance of the supporting documents;

Establish a list with the needed information and clear amounts to be disbursed;

Ensures that reporting conducted by the end of each day is accurate;

Implement distribution of cash assistance;

Ensure all project documentation is completed in an accurate and timely manner;

Notifies Field Officer / Program Manager in case of any problem or obstacle in the field;

Inform relevant ACTED focal points of any security threats or incidents in the field;

Regularly verifying with the FSP the terms of transfer, looking to optimize rate for beneficiaries and minimize fees;

Following up with the bank or the MTA related to any redemption complaints or transfer errors received on our hotline and providing feedback to the Accountability Officer on how to resolve them;

Providing up to date information to and coordinating closely with the PM and the Finance Manager on when cash transactions occur and total amounts incurred.

Skills required

Experience in finance and Cash activities in NGO sector

Experience in outreach or community work

Strong communication skills

Experience in distribution or logistics is preferred

Experience working with local authorities an asset

Arabic and English are necessary
