WVL Feminist Movement Assessment Consultancy

 

Brief presentation of the project

Women’s Voice and Leadership in the Middle East is 3-year project implemented by Oxfam in Iraq, Jordan and Lebanon, and funded by Global Affairs Canada. The project aims to build the capacity of local women's rights organisations (WRO) to enable them to contribute to an increased enjoyment of human rights by women and girls and the advancement of gender equality in the Middle East. The project’s ultimate outcome is to advance gender equality through increasing women and girls’ enjoyment of human rights, through 3 interlinked intermediate outcomes:

 

  1. improved management programming and sustainability of local Women’s Rights Organisations (WROs), particularly those representing vulnerable and marginalized women and girls.
  2. supporting enhanced delivery of quality services and advocacy by WROs to advance gender

equality; and

  1. contributing to increased effectiveness of women’s rights platforms, networks, and alliances to

affect gender-sensitive policy change and policy implementation.

 

The WVL project theory of change is shaped by two feminist assumptions; i) in that strong, resilient WROs, working together, are the most effective actors for gender equality and social justice at community, sub-national and national levels, where cooperation and networking among national WROs are often shaped by ad-hoc, donor-driven campaigns or events, the WVL Project sets out to contribute to a greater systematisation of national level relationships and coordination, as well as spaces to develop these feminist relationships, networks and strategizing spaces at regional level. ii) that the effectiveness of this project depends on the extent to which it is designed and adapted to the needs and priorities of locally owned Women’s Rights

Organisations.

 

 

2. PURPOSE OF THE RESEARCH/ RATIONALE

OXFAM is seeking a firm or a consultant to undertake an assessment of the feminist movement in Lebanon, with particular emphasis on how the political and economic stagnation and regulatory frameworks are affecting women’s rights. The assessment must focus specifically on the perspectives of the underprivileged and under-represented groups.

The national-level study should:

  • Identify key feminist actors with their respective roles, strengths, and weaknesses, without excluding groups serving underrepresented communities, or nascent, young, and unregistered feminist groups. It should capture the diverse realities, challenges, needs and priorities of the broader feminist movement.
  • Propose relevant feminist tools and methods that will help Women’s Rights Organizations advance women's and transwomen’s rights through advocacy and policy work;
  • Examine the participation of women in decision making, power relations within existing platforms and alliances engaged in policy change. 

 

3. Scope of Work, suggested methodology and deliverables:

Desk research/literature review

A review of available literature, mapping and analysis carried out of women’s rights organizations and the feminist movement in Lebanon.

Design of tools

Including qualitative/quantitative tools for collecting data, and mapping of WROs and feminist networks.

Production of an Inception report

Preparation and submission of an Inception report detailing the outline, timeline, and methodology applied for assessment as well as the list of actors to be involved including, majorly, the relevant state and civil society actors.

Mapping of WROs and feminist networks/alliances; Data Collection

Carrying out mapping of existing and nascent WRO’s and feminist networks, alliances, and movements, through desk-based research, focus group discussions (with a  sample of stakeholders) and key informant interviews and/or during consultation workshops, to identify relevant actors and stakeholders with their respective roles, strengths, and weaknesses. Partners, formal and informal groups Oxfam work with are to be considered in the sample

Data analysis and Reporting

Comprehensive analysis of data collected and production of an analytical study and report (consultants)/consultancy firms have to consider different rounds of review and approvals

Selected consultant(s)/Consultancy firm should start the work on January 13th and run it until  (expected to start January s February 28th 2023. Expected total number of working days is 19.

 

Consultant/cy qualifications:

 

  • Specialization in protection, gender equality, human rights, and women’s issues especially in Lebanon
  • Knowledge on women’s rights agenda and gender equality related legal and policy framework
  • Masters’ Degree (or equivalent degree/experience) in Gender, human rights, social sciences, development, or a related field is mandatory.
  • Demonstrated ability to deliver high quality written reports that analyse the data and information accurately and respond to research ask and questions.
  • Strong capacity in data management and statistics and compliance with data protection laws
  • Strong experience in conducting quantitative and qualitative research
  • Excellent interpersonal, organizational, and time-management skills
  • Excellent communications skills in English and Arabic, including advanced English writing skills
  • Demonstrated ability to work in a multi-cultural environment and ability to establish good and effective relationships with national partners.

How to Apply

Expression of Interest (EOI)

Interested consultants should submit their:

  • CV or an overview of the consultancy firm with updated CVs of consultants and role of each under the scope of this assignment for firms
  • A brief proposal which includes a detailed methodology and a workplan for the study
  • At least one sample of previous researches, reports prepared and delivered by the consultant
  • Quotation including consultancy fees and all associated estimated costs such as logistics and communication costs.
  • Minimum of three references of similar activities implemented, preferably INGO or local NGO experiences.
  • Registration and official government documents, if applicable. Noting that 7.5% will be deducted from the total amount if not registered.

 

Oxfam International in Lebanon reserves the right to reject any and all bids, including the Bidding processes, or not to award the contract at any time, without thereby incurring and liability to the affected Bidders.
