Purpose of the tender

The purpose of this restricted Tender is to solicit competitive offers for [value chains market study].

The services required by the RMF are described in the Annex 1 – Terms of Reference (ToR).

RMF reserves the right to negotiate, accept or reject any or all proposals and quotations at its sole discretion and to pursue or act further on any responses it considers advantageous. RMF does not bind itself to accept the lowest prices or any proposal. All proposals will be irrevocable after the Tenders closing date.

RMF reserves the right to select a shortlist of pre-selected bidders, based on the criteria announced in article 16. Evaluation of Tenders – 16.1. Methodology and Approach of the present document. Further discussions and competitive dialogue may then be conducted with the pre-selected bidders.

Scope of Works

RMF solicits the services of a consultant that will be tasked with carrying out assessments on 2 levels:

A – The cross-sectional study

B – The market analysis study

The services of a qualified and experienced individual consultant engineer are to identify the high potential value chains that might be targeted under this project. This study will be complemented by the market analysis study which will provide a final overview of the value chains identified and narrow the selections based on the market needs. (as per the attached TOR).
