Request for Quotes (RFQ) 02-01/23: Security guards for in-kind project – Tripoli and Minieh/Dennieh

Under WFP’s In-Kind 2023 Programme, DCL is requested to distribute (until December 2023) food rations to pre-selected beneficiaries in North Lebanon. The food parcels will be kept in DCL’s warehouse in Tripoli (in Bahsas area), and will be distributed in four distribution sites: Tripoli, Syr, Merkabta and Minnieh.

As such, DCL is looking for a supplier to provide from February 1st till December 31st:

• 24/7 security services for the Tripoli warehouse to safeguard the stored parcels. The security guard will not have access inside the warehouse
• 2 security guards per site per distribution day. The tasks of the security guards on site are clarified below.

The estimated number of distribution days every month and their locations are as follow

Tripoli: 10 days

Syr: 5 days

Minieh/Merkabta: 5 days

the numbers may slightly vary depends on the weather and WFP requests

At the distribution sites, the arrangement and duties will be as follows:

1. One security guard will be at the entrance of the distribution site to ensure order and the safety of the beneficiaries from any incidents of social unrest, while also taking the temperature of the beneficiaries, and distributing face masks if needed and to be equipped with a portable metal detector to forbid the beneficiaries and or any person to enter the site with weapons.
    
2. One security guard will be at the exit to organize the traffic outside the distribution site near the trucks from which the beneficiaries will be receiving their food parcels.
