Operational Campaign Manager – Beirut, Aarsel and Hermel – 100%

Starting date: March 2023

-Type of contract: 100%, 9 months fixed term contract, renewable.

-Scope of responsibility:

The “Wear with Care” campaign aims to reduce unnecessary glove use and improve compliance with standard precautions. This will contribute to reducing the environmental impact as well as the risk of healthcare-associated infections.

Prior to launching a large campaign, a pilot will be conducted in Lebanon in order to better understand the practices, identify barriers to change and assess whether there is a need for tailoring the messages and communication channels to the different services/contexts. Other OCs are interested in the campaign and will very likely replicate it. 

 

 

 

-Function responsibilities include:

  • Continuous collaboration and communication with the Project Team based in Geneva (Supply Chain Sustainability Coordinator, Climate Smart MSF / IPC-NC advisor / Environmental Footprint Reduction Intern), as well as with the Communication Team and Health Promotion (HP) Team based in Lebanon.
  • Using the tools proposed by the IPC Advisor, perform onsite baseline audits in each project to identify barriers to the appropriate use of gloves.
  • Cooperate with the NAM, MAM, PMR of each project to reach out to all staff working in health settings (incl. medical and non-medical staff, MOH supported health facilities) to answer the baseline survey on glove use
  • In collaboration with the Climate and Health Educator Facilitator (Climate smart MSF), develop and deliver a presentation to introduce the concept of Planetary Health and the goals of the campaign. Use the baseline survey results and baseline audits to highlight the main issues observed regarding hand hygiene and glove use.
  • Identify champions (volunteers) willing to support the pilot study (ideally one in each project).
  • Launch the communication campaign in collaboration with Communication and HP Teams.
  • Using the tools proposed by the IPC Advisor, perform continuous onsite audits in each project to monitor progress and identify key elements to work on.
  • Cooperate with the NAM, MAM, PMR and champions of each project to reach out to all staff working in health settings (incl. medical and non-medical staff, MOH supported health facilities) to answer two subsequent surveys on glove use (mid-pilot survey and end of pilot survey, same questions as baseline survey).
  • Analyze the result of the surveys (with support from the Project Team).
  • Track the progress of the surveys, and monitor the messages' impact as well as the communication channels' relevance.
  • Liaise with the Lebanon Communication team and HP to see if tactics, defined targets, messages, communication channels, and actions need to be adjusted.
  • Monitor the implementation of the communication campaign and related activities and provide continuous feedback to both the Project team and the staff members.
  • Evaluate campaign impact/outcome (versus set targets) through the analysis of the results of the three surveys, the audits and consumption data (with support from the Project Team).
  • Additionally, the candidate will be asked to provide support to other Planetary Health initiatives ongoing in Lebanon, such as the insulin pen case study (this could include taking photos and videos of waste or other minor tasks).
  • Follow the indicative timeline described on the next page.

 

-Expected deliverables

 

  • A document including the record of the 3 surveys data, and their analysis
  • A document summarizing the barriers identified through the audits and the survey
  • Report on the pilot lesson’s learned: implementation strategy, feasibility and constraints

 

-Experience required:

  • Essential: Clinical experience in nursing or midwifery
  • Desirable: Experience in developing countries
  • Desirable: Experience in Campaign/Project management (Education, or HP is an asset)

 

-Required qualification:

 

Education

  • Essential: Bachelor’s degree in science of Nursing or midwifery
  • Essential: Respective ministry of public health practice license
  • Essential: Certificate of registration at respective Lebanese order

Languages

  • Essential: Full professional proficiency using the Arabic and English Language
  • Desirable: Elementary to limited professional proficiency in French
