Assignment Description: Gender expert to amend organisational documents ensuring the application of the gender mainstreaming principles across DRI projects and the country office.

Assignment Location:  Home-based with meetings with DRI staff.

DRI is looking for a Gender Expert to review and integrate gender perspectives across the Lebanon CO policies, strategies, and internal processes and systems, for the aim of satisfying the gender mainstreaming principles.    

Background:

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. It has been established in Lebanon since 2016. DRI promotes the political participation of citizens, accountability of state bodies, and the development of democratic institutions worldwide. Democratic discourse is the basis of our mission and vision. In our work, we facilitate discussion and exchange about democratic government and the need for a continuous discourse adhering to democratic rules.    

DRI is empowering civic actors, particularly women and youth to participate in the political process and is engaging civic and public actors in political and legal reform to advance a good governance agenda.  DRI is working as well to expand the democratic space for a civil society-led debate on political reform in Lebanon through the active participation of civic actors in shaping the reforms in their own country in an inclusive and participatory manner.

In this framework, DRI conducted a Gender audit mission, where an external expert undertook a gender analysis to effectively mainstream gender into the design formulation of DRI projects, and to assess to what extent it is mainstreamed within its programming, research and policy advocacy, and across organisational internal processes, structures, systems, policies, and culture. The Gender expert proposed an action plan with recommendations to be taken into consideration by the organisation.

Therefore, DRI Lebanon is looking for an experienced Gender Expert to review and integrate gender perspectives across the Lebanon Country Office policies, strategies, and internal processes and systems, based on the gender expert recommendations and action plan, for the aim of satisfying the gender mainstreaming principles and demonstrating gender responsiveness.

The purpose of this mission is to ensure that gender equity and equality are explicitly recognised at DRI Lebanon CO, as an objective and guiding principle, and to incorporate existing gender best practices within the programs management tools.

Duties and Responsibilities

Under the supervision of and in close coordination with DRI project team, the consultant will:

• Conduct a desk review of the Gender Audit report, the country office strategies, policies, systems, and documents (Lebanon country strategy, Communication strategy, procurement and finance processes, projects and MEL documents, etc.);  
• Implement the recommendations of the Gender Audit report by suggesting relevant amendments to convert the policies into gender sensitive documents, informing gender responsive actions;
• Conduct a validation workshop with the DRI team to adopt the suggested amendments;
• Finalise the amended documents upon DRI’s approval.

 Your Skills & Experience 

• An advanced university degree in Gender Studies, social science, political science, or other relevant field; 

• At least 8 years of experience working on gender issues in the development field and/or project management;
• At least 5 years of experience in drafting gender related policies, studies, processes and/or reports for civil society organisations, public institutions, or development partners;
• Strong understanding of gender concepts and contemporary gender theories;
• Outstanding writing skills in English.
• Working proficiency in English.
