Oxfam in Lebanon

Introduction

Oxfam is a global movement of people, working together to end the injustice of poverty through campaigning and responding to the needs of the poor. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.  

 

Description

In the Haqlit station (34°24'27.9"N 36°01'26.7"E), a 250KVA Perkins generator provides the main source of power for the station. The generator has been out of operation for several months and has suffered water damage during that time with visible rusting in some areas. The generator also needs change of oil and filters. This has rendered the station non-operational due to the absence of a power source.

 

Objective

Oxfam is looking for a service provider with the goal of:

  • Identifying the various malfunctions within the generator in the Haqlit water pumping station.
  • Execute the necessary repairs to ensure that the generator is running optimally.

 

The purpose is to:

Ensure that the generator is running efficiently and capable of providing power to the water station.

 

 

Required Services

The consultant will provide the following deliverables and allow for comments and proposed revisions on them:

  • Conduct a mandatory site visit to the station for a preliminary assessment (to be confirmed by the Oxfam logistics team upon contact).
  • Perform the necessary checks to identify malfunctions within the generator.
  • Develop a technical (BoQ with the materials needed for the repairs), and financial proposal.

 

Once both technical and financial proposals are approved by Oxfam, the service provider will:

  • Implement the necessary repairs and ensure that the generator is running optimally.
  • Provide a status report of the generator, the performed work, and the origins and part numbers of all replaced parts.
  • Provide a guarantee for the operation of the generator and the replaced parts (under normal conditions) for THREE MONTHS following the date of completion.
  • Follow Oxfam’s guidelines.

 

 

Oxfam will:

  • Support in coordinating with the water establishment to facilitate the activity.
  • Approve action plans, BoQs, and timelines.

 

Qualifications

  • 5 years of proven experience in Generator repair.
  • Experience in developing BoQs
  • Knowledge of the Lebanese security context.
  • Ability to meet deadlines and work in a volatile environment.

Duration:

End of February 2023 till the end of April 2023.

10-15 working days: based on delivery time, severity of the malfunctions, and security incidents.
