External evaluation

SOS Children’s Villages in Lebanon is looking for an expert to conduct an external assessment of the situation of young people leaving alternative care.

In particular, experts/companies are expected to evaluate the rules shaping leaving care practices in Lebanon, the available alternative care structures, as well as the situation of young people during and after leaving care.    

  1. Required documents

The bidder shall provide the following documents (SOS might request additional documents):

    1. Commercial Registration (Obligatory for Companies)
    2. Registration in the ministry of finance. (Obligatory for Companies)
    3. Summary of relevant work experience
    4. CV of the focal person(s) working on the Assessment
    5. Cover Letter
    6. Motivation Letter
    7. An expression of interest, including description of competences and track record to conduct assessments/evaluations and previous assignments
    8. At least, two references from similar assignments conducted previously
  1. Scope of work

 Expected results:

  1. To do a mapping of all the policies, documents and practices in the area of leaving care throughout Lebanon
  2. To collect and analyze data from the key institutions, actors an partners that operate in Lebanon
  3. To identify the challenges that young people face after leaving care
  4. To provide necessary conclusions and recommendations for improvement and future advocacy to be implemented

The experts is expected to develop a detailed methodology but, as a minimum, should apply the following methods:

  1. Review on the exciting leaving care structures.
  2. The effect of the available alternative care structures on young people after leaving care.
  3. A two-step approach: Desk research and consultations with main stakeholders including NGOs and governments.

Interviews (individual and group) with relevant parties; site visits; detailed review of documentation; onsite observations.

Expected deliverables:

  1. The final report is to be submitted by May 31, 2023.
  2. The assessment report has to be submitted in English language in both electronic and hard copies.
  3. The report should include all findings as well as recommendations for actions and necessary improvements.

Qualifications and tasks of the external consultant

The consultant must have:

  1. Proven experience in conducting assessments, evaluations or investigations in the field of alternative care.
  2. A good understanding of community development work and the social welfare system in Lebanon
  3. Understanding of the socio-political, legal, and cultural context in Lebanon
  4. Excellent analytical, research and report writing skills
  5. good facilitation and interpersonal skills
  6. In addition, desirable would be a social science or legal background or related field background
  7. Field experience within the analysis topic
  8. Ability to organize on-site interviews and data collection
  9. Ability to collect assessment data and information in Arabic language;
  10. Fluency in English.

Tasks

  1. Plan and design the data collection process
  2. Identify the major stakeholders to be consulted
  3. Plan and design methods of data collection to be used
  4. Collect and gather the relevant data and information.
  5. Preparation of the assessment draft report (+ possible accompanying documentation) which is then being discussed with the National team and finalized by the consultant.
  6. The consultant is required to consult and seek approval from the National Association as per agreed terms of references/contract.
