Pharmaceutical Industry Expert- Short Term Consultancy

The USAID/Lebanon Trade and Investment Facilitation (TIF) Activity facilitates the export of Lebanese goods and services to generate foreign exchange through investments and business enabling environment reform that simultaneously promote job creation, income generation, and improved livelihoods throughout the country. 

TIF has three objectives: 
(1) Increased exports of Lebanese goods and services.
(2) Investment facilitation leading to increased domestic investment.
(3) Improved business and investment enabling environment. 

Responsibilities and Key Tasks: 

This STTA assignment requires the Pharma Expert to support TIF with the co-creation of development proposals from the pharmaceutical industry and, concurrently, conduct in-depth analyses of those proposals, including other related activities as necessary. This assignment will require travel throughout Lebanon.

Co-creation activities (estimate: 25 days)

  • Assist in the technical validation of potential partner proposals.
  • Provide technical guidance on the technical implementation and sequencing of submitted proposals during co-creation.
  • Support with the identification of and liaising with key stakeholders, business luminaries and technical experts to improve partner capacity and networks to profitably expand locally, regionally and internationally.  
  • Assist with the validation and help with the development of technical specifications of required materials, equipment and resources to facilitate industry/business growth.
  • Identify key stakeholders and experts as required to support the pharma industry and individual businesses.

Workshop discussions (estimate 16 days)

  • Help organize workshops, prepare agendas and identify/stakeholders for their participation.
  • Provide analysis and deliver presentations as required.
  • Moderate participant discussions to generate a strategic list of prioritized policy reforms that enhance or improve the Business and Enabling Environment.
  • Secure stakeholders endorsement and advocacy on each of the prioritized reforms.
  • Produce workshop summary reports, including outcomes and proposed actions and timelines.

Qualifications:

  • Bachelor’s degree in the pharmaceutical field; Master’s degree preferable. Further studies in business and financial management.
  • At least 10 to 15 years of experience in the pharmaceutical industry, preferably with pharmaceutical manufacturers and suppliers.
  • Progressive management and technical experience in the pharmaceutical Industry.
  • Experience in business analysis, feasibility studies and resource assessments for the pharmaceutical sector is required.
  • Knowledge of Contract Research Organizations (CROs) is a plus.
  • Experience in international markets.
  • Demonstrated business acumen and strategy.
  • Strong interpersonal/communication skills and the ability to liaise with diverse stakeholder groups.
  • Industry networks and related business connections required.
  • Strong communication skills - both written and oral – in English and Arabic.
