Essential Functions and Responsibilities

General situation

Contribute and support MOSA in the development and implementation of its field activities under the LCRP. 

Keep supervisor informed of any difficulties or challenges in activity implementation and referrals 

Maintain knowledge of the overall protection and social stability situation by tracking social tensions, discriminatory measures and curfews in close coordination with MoIM, UNHCR and UNDP to respond to these issues and within the framework of the LCRP

Map and update all service and assistance providers and response actors in areas of intervention

Map local community stakeholders that can contribute to solutions of protection issues facing displaced persons 

Keep record of non-traditional actors providing assistance in the field, including cash support 

Liaise with municipalities, host communities and other government actors, including in emergency situations, as needed 

Liaise with SDC directors and SDC staff to ensure coordination of activities and other tasks, as relevant and agreed 

 

Outreach activities (info and awareness sharing) 

Implement outreach activities to engage local communities and displacement communities in SDC activities and other interventions, as applicable  

Share information to affected persons about services available by all LCRP actors including but not limited to health, education, legal residency, civil registration, shelter, cash assistance, psycho-social services, COVID-19, among others at SDCs, during outreach and at other locations assigned by the Regional Coordinator such as UNHCR Reception Centers Support the operationalization of info desks at select SDCs such as updating it with relevant information and materials, as well as conduct info sessions at the SDCs, as needed

Conduct safe identification and referrals of persons at heightened risk such as CP, SGBV and other groups at risk to SDCs or specialized case management agencies taking the survivors consent using the existing interagency referral guidelines and processes throughout all outreach interventions 

Identify suspected COVID-19 cases 

Share information on COVID-19 precautions and vaccinations and refer suspected cases to the MOPH hotline, as well as advise and support self-isolation procedures 

Identify Syrian babies whose parents were not able to obtain neither birth notification nor birth registration because the delivery took place, for example, under the assistance of uncertified midwives and refer for support with birth registration.

 

Outreach activities (emergency response and needs assessments)

Assess emergency situations such as floods, fires and evictions, among others, in coordination with the regional coordinator and contribute to response interventions 

Perform regular assessments based on preset forms of IS, residential and nonresidential shelters as scheduled by the regional coordinator (assessment might include shelter, environment, RNA, WASH, solid waste management, demographics, etc…).

Conduct and organize focus group sessions in the field, including through participation in participatory assessment exercise 

Mobilize persons in informal settlements to address certain protection issues including the environment, such as by setting up groups of women and men, including youth and supporting community-led solutions (info sharing, waste management/sorting, hygiene promotion, COVID-19 prevention and other activities) 

 

Monitoring, evaluation and reporting 

Support M&E processes in all required initiatives

Maintain record of all activities conducted 

Monitor and report to Regional Coordinators all tension incidences that occur in the coverage area (eviction notices, conflicts, imposed curfews, illegal activities in ISs, etc…)

Submit a monthly report to the General Supervisor.

Perform any other relevant task under the LCRP, as assigned by the Regional Coordinator

University Degree in law, Social work, Sociology, Psychology, Guidance and Counseling, Social Anthropology or any other related field. Master's degree is a plus.
3+ years of experience in related field.
