  1. Required qualifications, competences and experience

Qualifications

  • Bachelor’s or Master’s Degree in social or political science

 

Professional experience

  • At least 5 years of professional experience in a relevant field, preferably in North Lebanon and/or Akkar
  • Sound knowledge of approaches to social cohesion and peaceful coexistence
  • At least 5 years of professional experience in steering short-term experts
  • Professional experience in implementing participatory approaches, preferably between host community and Syrian refugees
  • Professional experience in collaborating with municipalities, preferably in North Lebanon and/or Akkar
  • Profound knowledge of relevant actors and conflict dynamics in North Lebanon and Akkar

 

Other knowledge, additional competences

  • Very good working knowledge of ITC technologies and computer applications (e.g. MS Office 365)
  • Fluent written and oral knowledge of English and Arabic

 

  1. Responsibilities

 The technical advisor of “Peaceful Co-Existence in Refugee Hosting Communities in Lebanon” is responsible for

  • Steering international and local consultants that are implementing on behalf of PCL in North Lebanon and Akkar
  • Planning and implementing participative processes on municipality level between with representatives of municipality, host community and Syrian refugees
  • Supporting local communities in participatory context and conflict analyses, in formulating action plans and in implementing initiatives on municipality level
  • Contributing to knowledge management and coordination through exchange with relevant GIZ internal formats and groups as well as using MS Teams and DMS

 

 

In this context, the position holder fulfils the following tasks:

The technical advisor of “Peaceful Co-Existence in Refugee Hosting Communities in Lebanon” performs the following tasks:

 

  1. Key Tasks
  • Coordinates with and advises international and local consultants that are implementing on behalf of PCL in North Lebanon and Akkar
  • Ensures that the consultants are fulfilling their tasks according to contract
  • Mitigates potential challenges regarding the consultants in coordination with the finance and admin team
  • Coordinates and ensures timely implementation of processes and activities
  • Implements participatory approaches on municipal level independently
  • Closely follows up and communicates independently with all relevant stakeholders on municipality level

 

 

  1. Networking and cooperation
  • Reports to project manager on status and details of the implementation continuously
  • Plans and facilitates meetings, exchange formats or workshops as needed
  • Contributes to sharing of ideas and approaches between municipalities
  • Participates actively in exchange formats as required by project’s needs
  • Ensures intensive teamwork and cooperation with PCL and finance and admin colleagues

 

 

  1. Knowledge management, monitoring and evaluation

 

The position holder

  • Supports the project monitoring system, including by regularly requesting monitoring updates from the consultants and inserts them into the PCL monitoring system
  • Documents lessons learned and regularly exchanges on them with the consultants
  • Files relevant materials in a structured way on document management systems
  • Supports the preparation of reports and publications

 

 

  1. Other duties/additional tasks

 

The position holder:

  • Assists in translations
  • Performs other duties and tasks at the request of project manager
  • Represents the interests and always acts on behalf of GIZ

 

 

Project Description: Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ), on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), implements the project “Peaceful Co-Existence in Refugee Hosting Communities in Lebanon”.

 

Since the Syrian crisis, Lebanon has been host to many Syrian refugees. 865,531 were registered with UNHCR in December 2020. Currently, Lebanon is suffering from multiple crises in the economic, financial and political sphere, exacerbated by the consequences of the Covid-19 pandemic and the trauma of the Beirut port explosion in August 2020. These crises lead to increasing tensions between Syrian refugees and host communities and potentially more conflicts. The project therefore seeks to improve the peaceful coexistence in host communities. To this end, ten municipalities in Northern Lebanon will benefit from participatory needs assessment processes and local initiatives targeting refugees and host communities alike. Initiatives might improve living conditions or address peace needs directly, for example through theatre work. In parallel, capacities and competences of local actors to participate in and lead participatory processes will be strengthened.
