Accountability & Learning Officer

Objective of the position:

 The accountability & learning officer implements activities concerning learning, beneficiary participation and accountability to affected populations mechanisms, and helps to improve understanding of socio-cultural and power dynamics in the geographical area(s) to which he or she is assigned.

Location: Beirut with frequent movement to the area of intervention.

Reports to: Regional MEAL Manager

Functional Manager: Regional Accountability Technical Officer

Interacts with:

 • Internally: Country Manager, Project Managers, Deputy Country Manager, MEAL Unit, Project teams, and Support Services.

· Externally: INGOs, Local NGOs, CBOs, DPOs, Partners, Community, and beneficiaries.

Missions / Responsibilities

Mission 1: Operational implementation

Responsibility 1: Contributes to defining and evaluating accountability to affected populations mechanisms

  • Contributes to the design of operational procedures, especially for the management of feedback and complaints, information and the participation of populations in the projects;
  • Helps train HI teams on the concept of accountability to affected populations
  • Contributes to periodic evaluations of accountability mechanisms

Responsibility 2: Contributes to the implementation of these mechanisms with populations and partners

  • Establishes good relations with the populations and partners of HI by making periodic visits to the areas concerned in compliance with established operational procedures;
  • Organizes and facilitates community consultations for the implementation of the mechanisms;
  • Contributes to the design of awareness-raising tools and informs the populations and partners about HI’s

accountability mechanisms;

  • In close collaboration with the project teams, ensures that the HI’s activities in the field are fully understood by the populations;
  • Takes part in analyzing the socio-anthropological context and power dynamics,
  • Records the feedback and complaints received (and all related information) in a formalized database and refers

them to the focal points designated by the accountability system;

  • Monitors the effective roll-out of information, participation and complaint response mechanisms, following established procedures and ensuring that people receive a meaningful response in a timely manner;
  • Ensures the archiving and protection of data relating to the feedback and complaints management mechanism.

Responsibility 3: Contributes to the implementation of learning activities in his or her geographical area of intervention

  • Participates in the lessons learned workshops organized on its area of intervention
  • Implements activities to collect life stories, success stories, etc. from the population and partners;
  • Ensures the archiving and protection of data related to the learning activities carried out with the populations.

Responsibility 4: Maintains confidentiality when processing the information received

  • Examines beneficiary feedback and complaints and provides precise information on HI’s activities and accountability mechanisms;
  • Adheres to data protection, confidentiality and informed consent principles in his or her interactions

Responsibility 5: Reports on accountability to affected populations and learning activities.

  • Writes regular reports on the running of accountability to affected populations and learning activities;
  • Regularly evaluates the work done and suggests improvements
  • Reports all information and any difficulties related to his or her activity to his or her line-manager.

Responsibility 6: Contributes to the representation of HI in the communities

  • Serves as the focal point on communication with the communities;
  • As part of his or her tasks, represents HI with the population and partners, respecting the organization’s values and maintaining cordial, positive and close working relations.

Mission 2: Emergency preparedness and response

  • Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.
  •                                                Confidentiality is required in all these responsibilities
  • Note that this job description must remain flexible; to respond to additional tasks or changes as identified by the line manager
  • EDUCATION AND EXPERIENCE:
  • Qualifications: Degree in social work, sociology, anthropology or equivalent
  • At least 1 year of experience in the field of humanitarian assistance, and at least Two year in accountability, and/or Learning. Total experience two to Three years.
  • Demonstrated experience working with communities and direct contact with beneficiaries.
  • Experience the field of expertise, in emergency monitoring and preparedness
  •  Competent in the use of Microsoft Office and most common data management software.
  • Experience in working with vulnerable groups.
  • English and Arabic language oral and written.

    Basic salary for the position: The Accountability & Learning Officer is going to be paid according to the experience and to HI salary Grid.

  • Basic Salary :1400 USD.
