Introduction
As part of Youth RESOLVE 2 Project, GAME will work on building communities’ resilience and strengthening social stability through Street-Sports and for the first time in Lebanon, through Street Sports Incubator.
Youth RESOLVE 2 is the continuation of a project funded by the European Union, through the European Union’s Regional Trust Fund, the “EU MADAD” fund, and carried out by World Vision, UTOPIA, DPNA and GAME. The goal of the consortium is to empower youth by providing them with the tools to become leading actors in their communities.
Confidentiality
GAME will treat the content of all tenders/quotations as being confidential and information provided in the tenders will be used for the purpose of deciding on the award of a contract as described in this document.
GAME Background
GAME is working for social change through youth-led street sports and culture in Africa, Europe, and the Middle East.
GAME establishes innovative facilities, offers youth-leader’s trainings as coaches and role models in street sports and civil society and gives them the opportunity to use entrepreneurship to make positive changes for themselves and for peers and children.
GAME is a top 150 NGO with nearly 20 years of experience in lowering the threshold to the positive social communities of street sports and culture. Together with likeminded partners GAME is empowering children and youth from vulnerable areas and refugee settings.
Project Background
GAME establishes innovative facilities called GAME Houses and GAME Zones.
The goal is for street sports and street culture to be accessible to everyone. Here people can meet and engage in various activities and therefore strengthen the communities around street sports and the culture.
Involving the local communities is an important part of the process of building GAME Houses. Before and after the opening of the facilities, the users are invited to take part in several participatory workshops.
The GAME Houses and Zones have a strong focus on sustainability in terms of the reuse of old buildings and materials for new functions. The urban street culture architecture complements the industrial history of the buildings with their raw and distinctive character and keeps the construction costs down compared to traditional indoor sports facilities.
GAME established 4 GAME Houses in Denmark, Copenhagen, Esbjerg, Aalborg, and Viborg.
GAME is now in the process of establishing the first GAME House outside of Denmark, in Karantina Beirut, near the area of the Beirut blast.
Objective
GAME Lebanon is looking for a service provider to design and build an outdoor skatepark in Beirut as part of the GAME House Facility through a participatory approach as part of the Youth RESOLVE 2 project.
The skatepark will be an open facility, operated by GAME all year around.

General Terms and Conditions
GAME will accept the most appropriate offer based on quality, expertise, cost effectiveness and capacity for timely and flexible delivery.
GAME will not be liable for any costs or expenses incurred in the preparation of a tender or quotation.
Conflict of Interest
Any conflicts of interest involving an applicant must be fully disclosed to GAME. Failure to disclose a conflict may disqualify an application or invalidate an award of the contract.
Agreement Period
The agreement shall start the date of awarding until August 2023.
Safeguarding Behaviour Protocols
While providing this Service, GAME and the service provider will ensure that:
- Any of their interactions with children or with adult beneficiaries, or with personal data about such persons, will comply with the attached GAME Child protection Policy, and with any other reasonable safeguarding measures that GAME May Specify.
- Any incidents of harm or risk of harm to children or to adult beneficiaries will be reported immediately to GAME.
- Any individuals with access to children or adult beneficiaries or to personal data about such persons, shall follow the GDPR privacy policy.

Administrative documents:
- Copy of Commercial circular, Commercial register and tax registration.
- Copy of ID of the authorized signatory
Technical documents:
- Portfolio which includes previous similar projects
- Any other information/documents/pictures considered useful
Financial documents:
- The bid shall be based on list of specifications and prices.
- The applicants should include the total cost that might include travel and accommodations cost, when applicable.
- The currency for the bid shall be in US Dollars
- Any other expenses should also be included in the above rates and prices. No additional expenses will be covered.
Process
Applicants should apply through this LINK before April 13 2023. GAME procurement committee will review the bids and select one of the bidders based on the expertise-price analysis of the different offers. The selected applicant will be informed, and GAME procurement committee will offer the agreement to the most qualified suppliers.
