Deputy Monitoring Evaluation Accountability Learning (MEAL) Coordinator

Main responsibilities:
• Coordination of significant with the technical and programme department to develop tools and ToRs for studies/surveys (KAPs, Baseline, midline, endline etc.) and bringing quality and integrity of data collection efforts and analysis
• Coordination with the PM’s and FCs to highlight the key issues related to quality captured through MEAL mechanism course correction and recommendations for future improvement
• Support the MEAL Coordinator in organizing MEAL capacity building events for both MEAL and program staff
• Setting up of Mission and Programme monitoring plans
• Support the M&E officer/supervisor to review project MEAL plans and conduct data quality assessment
• Support the Accountability officer/supervisor a proper implementation of CRM and referrals SOP.
Main Activities:
1. Monitoring and Evaluation of programs.
- Support in developing project logframe matrix design outcome indicators
- Assist the MEAL coordinator for the following up of the Mission indicators, analysis and interpretation of data, proposition adjustment if need.
- Support the development of data collection tools (used in the PHCC’s and CMHC – CMH-SUCs) , methodologies and guidelines for projects and programme indicator with the support of the M&E officer/supervisor.
- Prepare and update, under the supervision of MEAL Coordinator, project level MEAL plans and share with relevant staff for timely data collection.
- Liaise/coordinate with bases/Field MEAL teams for timely completion data and sharing draft survey reports.
- Ensure quality, validity and integrity of data collection, processing and analysis conducted by MEAL teams in the bases.
- In collaboration with MEAL Coordinator, prepare ToRs for evaluations and lead on internal evaluation exercises.
- Ensure the production of summaries for data analysis when required (graphs, tables report)
- Update MEAL action point trackers and work together with technical coordinators and bases on action plans.
- Act, with the support f MEAL Coordinator, as the technical advisor for the use of Monitool at mission level.
2. Accountability
- Support the Accountability officer/supervisor the roll-out of the updated Feedback and Complaint Response Mechanisms (CRM)
- Ensure with the Accountability officer/supervisor the implementation of the Beneficiaries Satisfaction Survey
- Co-coordinate, under the supervision of MEAL Coordinator, the implementation of the Beneficiaries Satisfaction Survey (BSS)
- Support the MEAL Coordinator to develop an accountability strategy as well accountability plan for the country mission.
3. Capacity building of MdM staff and partners on M&E
- Organize, with the support of MEAL Coordinator, trainings about MEAL tasks, i.e., Data collection and analysis (method, format, software etc.), indicator’s progress tracking, Means of Verifications (MoVs), case studies/success stories Feedback and Complaint Response Mechanism etc.
- Support technically, in coordination with the MEAL Coordinator, the MEAL teams and contribute to design the questionnaires, the sampling, and entry – extraction – use and interpretation of data.
- Set up and lead technical, with the support of MEAL Coordinator, M&E taskforce in collaboration with the Consortium Coordinator (especially for the grant where MdM is the consortium lead)
- Report any sensitive issue to the MEAL Coordinator
4. Learning, reporting and proposal writing
- Submit monthly situation technical reports for the MEAL program
- Participate in the donor’s reporting and proposal writing.
- Participate in the writing of internal MdM reports such assessment reports.
- Participate in the strategy development of the project.
- Support MEAL officers on drafting surveys reports
- Produce high quality learning reports
5. Other
- Perform any other additional duty on request of his/her line manager
- Respect MDM principles/values and MdM policies (PSEA, Child safeguarding, Fraud and corruption etc.)
- Develop, build and maintain a team working environment.
- To carry out annual reviews for the team members

Requested Profile
▪ At least three five years of management experience in MEAL in NGO’s
▪ Solid experiences at least one of the following sectors: MHPSS, PHC, SRH
▪ Arabic and English language are mandatory (French is an asset)
▪ Demonstrable experience in the design and use of both quantitative and qualitative data collection tools, and data coding, cleansing, analysis and presentation
▪ High skills in Excel (mandatory); skills in RIMS, PHENICS, Kobbo,
