About ARM
Anti-Racism Movement (ARM) is a non-governmental organization working to dismantle systemic racism and achieve social, economic, and gender justice for migrant workers and racialized groups in Lebanon since 2011. Migrant Community Center (MCC) is a safer space for migrants living under Kafala. MCC works with migrant domestic workers to improve their living and working conditions and build their capacities to self-advocate for their rights as agents and leaders of change. Its programs include community-building, capacity-building, psychosocial wellbeing, community-led initiatives, and advocacy.
Job Purpose
Oversee and provide technical and strategic support to the casework team that supports migrant domestic workers facing labor abuses and other violations under the Kafala system, through case management and legal interventions following a feminist, anti-raicist holistic approach.
Areas of Contribution & Related Accountabilities
The jobholder's responsibilities in this area include but are not limited to the following:
Department management
- Develop yearly log-frame and contribute to strategy with the inputs of the casework team
- On a regular basis, identify good practices, challenges, gaps, and opportunities with the casework team, and plan and prioritize activities accordingly
- Oversee and follow up on the implementation of the strategy, the case management and legal teams action plan
- Revise current internal casework procedures and draft new ones when needed in coordination with the Casework Team and Head of Casework and Advocacy
- Support in developing and implementing capacity building plans for the team based on inputs from Casework Team
- Partner with caseworkers to collaboratively manage challenging cases, including sexual violence and trafficking
- Supervise the work of the Casework Team and provide them with direct technical support when needed
- Follow up regularly on team’s wellbeing and identify ways to address issues in this regard
- Follow up with clinical supervisor and organize bi-weekly/monthly meetings with the casework team
Casework Team Management
- Oversee the day-to-day work of the Case workers, the legal officer and the lawyer and provide them with technical support when needed
- Identify capacity building needs of officers and develop plan accordingly, and provide on the job coaching when needed
- Lead team meetings and 1:1 meetings with each CMO, legal officer and lawyer, and ensure team mental health and debriefing practice
- Facilitate the coordination between the case management and the legal teams
- Lead on the implementation of the agreed casework plan and strategy in collaboration with the Officers
- Partner with case management and legal teams to collaboratively manage challenging cases
- Oversee network of referral services for medical, legal, and social services for migrant workers, ensuring annual meetings with referral organizations and outreach meetings to explore new partners
- Streamline ways of working - through documenting best practices, updating different casework manuals
- Ensure quality control of cases with the support of CMO and legal officer
Data Management and Reporting
- Ensure implementation of casework documentation software and other tools among the team, in partnership with MEAL Officer and Casework Team
- Review quantitative and qualitative data compiled by Casework Team for ARM’s indicator tracking sheet as per the agreed upon timeline
- Provide deeper qualitative and quantitative insights as per the annual programs cycle to inform future work in coordination with CW team and MEAL team
Internal and external coordination
- Design and implement case-based advocacy campaigns for specific migrant worker cases or migrant community initiatives, in collaboration with advocacy team and Casework Team
- Coordinate with MCC teams to facilitate periodic training sessions for MCC members and community groups on labor rights, kafala, and related topics
- Meet periodically with partner organizations including migrant worker-led groups, researchers, journalists
- Represent ARM in external meetings and events when needed
- Oversee network of referrals services for medical, legal, and social services for migrant workers, ensuring annual meetings with referral organizations and outreach meetings to explore new partners
- Be the focal point for new partnerships
- Engage with media requests with support of communication and casework manager and team
Communications & Work Relationships
Internal Communication
- Regular contact with the Legal Officer and Casework Team
- Regular contact with the MCC Manager and Advocacy Manager
- Regular contact with the Head of Advocacy and Casework
- Regular contact with the Programs team (MEAL, Fundraising, Reporting)
External Communication
- Occasional contact with MCC Members and case leaders
- Regular contact with partner and referral organizations (NGOs, embassies/consulates, international organizations)
- Regular contact with Lawyer
Framework, Boundaries, and Decision Making Authority
The jobholder works independently and collaboratively with the rest of the cases team and advocacy team, and has direct authority to make informed decisions on programs, campaigns, and cases and take necessary actions, in consultation with the programs team and Co-Directors.
Knowledge, Skills and Abilities
- At least 5-7 years of experience in frontline case management work, advocacy, legal services, social work, and/or counseling services (candidates of various backgrounds will be considered)
- Training or experience supporting survivors of domestic violence and sexual violence, and trauma-informed practice is a plus.
- Knowledge and understanding of NGOs, international organizations, and human rights issues.
- Some knowledge and understanding of migration issues and the situation of migrant workers in Lebanon.
- Strong commitment to gender, race, and socioeconomic justice
- Tenacity in advocating for access to information, justice, and resources for people seeking support
- University Degree in Social Sciences, Social work, Psychology or a related field, or equivalent experience
- Excellent command of Arabic (spoken-read-written) & English (spoken-read-written). French (spoken), Amharic (spoken), or other languages are a plus.
- Excellent Microsoft Office Skills, familiarity with case management and other data management software is essential
- Excellent writing skills, familiarity with research or other report writing is a plus
