Project Main Activities implemented by RMF in the North and Akkar:
- conduct cross-sectional and marketing studies to define targeted value chains, villages, and tailor project activities
- provide capacity building and in-kind support for 450 farmers working across the targeted agriculture value chains
- provide capacity building and in-kind support for 15 MSMEs working across the targeted agriculture value chains
- implement community projects through cash-for-work activities targeting 320 vulnerable community members
- implement 6 networking events
Objective of the Consultancy
The main objective of the consultancy is to identify, assess, design, and supervision the implementation of at least 7 agricultural infrastructure interventions (irrigation canals, artificial lakes…) to be implemented in the area of Akkar and North Lebanon. These community projects will be implemented through cash-for-work activities.
Under the supervision and in coordination with the Project Manager, the consultant is expected to perform the following tasks:
- Site visits and assessment of the project location
- Design of the project intervention
- Preparation of tender documents (TOR, BOQ, …)
- Evaluation of the technical and financial proposals
- kick-off meeting with the selected bidders
- The Consultant shall supervise the contractor’s works.

- ensure site visits as frequently as needed,
- ensure that the environment is preserved,
- and take any other action needed for the success of the projects.
Requirements:
- All documents will be reviewed by RMF. The Consultant shall do all the needed adjustments and reply to all questions until the satisfaction of RMF and WHH.
- The timeframe to reply to RMF and WHH questions is 3 working days.
- All documents should be submitted as editable files.
- Visibility requirements should be respected.
- All documents produced are the property of the Project.
- Academic Qualifications: A master’s degree in civil engineering
- Years of experience: Minimum of 10 years of relevant experience (civil works, preferably in public works)
- Technical experience: Proven experience in carrying out similar projects
- Competencies:
- Fluent in Writing and spoken English and Arabic.
- Good Knowledge in preparing timely reports on t progress of the work.
- Valid driving license is a must.
- Previous knowledge/experience in North Lebanon and Akkar
- Willing to travel to site of work.
The consultant should provide the following:
- CV
- Registration Card in the Order of Engineer
- Financial offer
- Portfolio or List of similar projects implemented
- Reference letters
Tender submission part C documents (Appendix A-B –C) (filled and signed)
Language requirements
All requested reports/deliverables shall be written in English. (Arabic if requested)
Duration:
The duration of this assignment is between June 2023 and December 2025.
Payment terms
The Consultant is expected to complete and submit:
- the approved deliverable
- relevant invoice and timetable
