Country Information Technology Officer

General Purpose:

 

The primary responsibility of the Country IT Officer at JRS Lebanon is to oversee, organize, maintain, and supervise information system and computer software activities. This includes establishing, maintaining, and updating the network, analysing workflow and security requirements, and managing the IT infrastructure of JRS Lebanon's Country Office and Projects. Additionally, the Country IT Officer is accountable for tasks related to equipment maintenance, network backups, Asset tracking and other IT-related responsibilities.

  1. Assists the Regional Office in IT/IS needs (setting up a new laptop, fixing any hardware/software issues that regional office staff face…), in coordination with JRS Lebanon Country HR Officer. This should not exceed 10% of the IT Officer’s work time.
  2. Travels a least once a month to each JRS project across Lebanon to provide technical support.

 

II-Focal Point for IT in JRS Lebanon:

As the Focal Point for IT in JRS Lebanon, the main role will be central to all IT-related matters within the organization.

  • Hardware and Software Decision-making: actively participates in selecting and procuring appropriate hardware and software solutions, considering factors such as functionality, compatibility, and cost-effectiveness.
  • Recruitment and Training: plays a key role in recruiting computer facilitators and data entry personnel for projects, and provides technical training to staff, enabling them to effectively utilize software applications such as SharePoint, OneDrive, Excel, Word, and PowerPoint.
  • IT System Maintenance: responsible for overseeing scheduled maintenance upgrades, ensuring that the IT systems operate optimally.
  • Asset Inventory and Reporting: maintains accurate records of IT assets and inventory, promptly reporting any missing or damaged items.
  • Collaboration and Consultation: collaborates with the Regional Office, International Office, and other countries to seek input, share knowledge, and identify the best hardware and software solutions for the organization
  • Procurement Compliance: works in coordination with the Country Finance Officer to ensure that IT device procurement adheres to JRS procurement policies and procedures.

 

III- Procurement Responsibilities

The Country IT Officer guarantees the appropriate procurement of IT devices in accordance with JRS procurement policy and procedures, in close coordination with the Country Finance Officer

Ensures prompt execution of other tasks that are within the ambit of the position as requested by JRS Lebanon Country Director or their deputy.

 

Qualifications and Skills

  • Compassion and strong commitment for refugees and other displaced people.
  • Bachelor’s degree in computer science, Information Technology, or a related field, Master is a plus.
  • At least 5 years of working experience as IT officer or in any other similar role.
  • Knowledge in School information system is a plus.
  • Proven experience in server installation, configuration, and maintenance.
  • Strong knowledge of Active Directory, backup systems, and network specifications
  • Proficiency in software applications such as SharePoint, OneDrive, Excel, Word, and PowerPoint.
  • Excellent knowledge of technical management, information analysis, and of computer hardware/software systems.
  • Experience with software and database design.
  • Trustworthy, problem solver, good listener, maintains confidentiality, excellent interpersonal and communication skills, creativity, and flexibility.
  • Strong ability to work independently, organize work, meet deadlines, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail.
  • Fluency in written and spoken Arabic.
  • Good knowledge of verbal and written English.
  • Familiarity with procurement policies and procedures.
  • Ability to work in a multicultural and diverse environment.
  • Ability and willingness to travel and drive to JRS projects across Lebanon (Beirut, Jbeil, Bar Elias, and Baalbeck) for technical support.
