PROJECT DESIGN AND REPORT TRAINING

1. SOLIDARITES INTERNATIONAL

SOLIDARITÉS INTERNATIONAL (SI) is a non-governmental organization that assists populations affected by conflicts and violence, epidemics, natural or climate-related disasters and economic collapse since 1980. The organization’s humanitarian teams in 24 countries respond to crises by distributing emergency aid in person and, in parallel, by implement long-term solutions that enable affected populations to regain sustainable access to water, sanitation, hygiene, diversified livelihoods and safe housing.

The ultimate aims of SI’s action are protection, dignity, and autonomy.

 

2. ACTION OF SOLIDARITES INTERNATIONAL IN LEBANON

SOLIDARITES INTERNATIONAL (SI) is present in Lebanon since 2013 and is registered with the Ministry of Interior and Municipalities.

Since 2013, has positioned itself as a strong emergency responder and experienced actor in the fields of Water, Sanitation and Hygiene (WASH), Shelter, Basic Assistance, and Disaster Risk Reduction (DRR). Lebanon mission has been specifically active in North Lebanon and Bekaa, with the main coordination office in Beirut. Today SI counts over 100 employees, deployed in the North, Akkar and Bekaa, including more than 50 in the region of North Lebanon.  

Following the recent cholera outbreak, SI has mobilized its Rapid Response Teams to support affected populations in Akkar and North governorates. Moreover, SI has been providing WASH emergency support to informal settlements in Akkar under UNICEF funding since 2013, covering 70 cadastrals, and assisting more than 30,000 beneficiaries per year. Furthermore, with the support of AFD and DANIDA, SI is leading a consortium made of SI, the Lebanese Red Cross (LRC), the French Red Cross (FRC), CNRS, and the Disaster Risk Management Unit (DRMU) under the prime minister office to build capacity in Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM). The project is being implemented in Akkar and the Bekaa and covers multiple localities/municipalities on the Oustouane and Ghzayel riverbanks. SI is also a member of a consortium led by ACTED and including GVC-WW, LebRelief and ACF implementing a WASH development project in Lebanon funded by the European Union (EU – Madad fund). The project aims to support water governance and public water and wastewater services in Lebanon for host and refugee communities and is implemented by SI in the region of Akkar. Additionally, with the support of OCHA’s Lebanon Humanitarian Fund (LHF), SI is providing WASH emergency assistance to vulnerable Syrian refugees and Lebanese host community members in Baalbek-Hermel and Akkar governorates. The project aims to support the solarization of existing boreholes to ensure sustainable and equitable access to adequate water for domestic and drinking use.

SI is also implementing a project funded by CIAA contributing to the improvement of food and nutrition security through sustainable farming systems and access to food in Bekaa governorate.

 

3. TERMS AND CONDITIONS

The consultant will be responsible for proposing the terms and conditions of its intervention including:

  • The human resources and training material (including handouts, presentations, exercises, case studies that will be made available by the Consultant.
  • The detailed estimate of the costs of all the consultancy required.
  • The detailed outline of the course along with the corresponding timeline.
  • The training plan outlining the training program, including the topics to be covered, the duration of each training, the training methodology, and the expected outcomes.
  • The monitoring plan of the training (pre/post assessment) to measure the impact of the training.

 

4. EXPECTED DELIVERABLES

SI wishes to implement a training aiming to reinforce the capacity of its key staff, namely Coordinators, Deputy Coordinators, Managers, and Deputy Managers, to design, write and deliver high quality project proposals and reports.

More specifically, the course’s specific objectives are to:

  • Understand the principles of project development and proposal writing.
  • Organize the different components of a proposal in a logical flow.
  • Write an effective proposal according to donor’s requirements and guidelines.
  • Use of M&E frameworks in project design when developing a proposal.
  • Write good quality reports tailored to donors’ requirements.

The course will be tailor-made jointly with key SI focal points (MEAL and Grant/Partnership Coordinators) to meet the organization’s needs, and will include a mix of practical activities, theory, group works and case studies using interactive methodologies. Training manuals and additional reference materials will be provided to approximately 15-20 participants, including managers, program/project coordinators and other project staff who play crucial roles in developing proposals for fundraising and report writing for the organization. Moreover, a list of recommendations will be provided to Grants department for further improvement of the staff skills on project design and reports writing.

6. SKILLS REQUIRED

Expected profile of the Consultant:

  • Previous experience in the field of practice.
  • Previous experience of work with NGOs/UN agencies.
  • Excellent communication skills.
  • Fluent English.

 

7. LEARNING OUTCOMES

Attendees are expected to learn over two or maximum three days of practical and interactive workshops the following knowledge, competencies, and skills:

  • Project Cycle Management (PCM) principles
  • Project design essentials, including Theory of Change and logframe development.
  • Proposal writing essentials.
  • Donor reporting and compliance throughout the PCM.

Expected attendees will be between 15 and 20 persons, ranging from the following positions:

  • Coordinators, or heads of units (FSL, WASH, Infrastructure, Grants, IM, MEAL etc.)
  • Deputy Coordinators
  • Project Managers
  • Deputy Project Managers

Expected training methods:

  • Interactive workshop based learning.
  • Activities and application of knowledge
  • Feedback sessions
  • Case studies

 

8. TRAINING & PROCEDURES DURATION

  • The training should be done in 3 days maximum.
  • The suppliers can submit their questions maximum by 6th of July COB.
  • SI will answer all questions on the 7th of July.
  • Suppliers should submit their proposals latest by July 10 COB.
