Background
Children with disabilities are among the most vulnerable groups in Lebanon – they are often out of learning, and are at higher risk of violence, abuse and neglect. According to VASYR 2017, school attendance rates were consistently lower for refugee children with disabilities across all age groups, and 80% of their families were in the lowest poverty quintile.
UNICEF and NFE partners work together to ensure that children with disabilities are included in formal and non-formal education (3% target). The following support will be provided to support their inclusion
a. capacity building/trainings and coaching
b. provision of technical advisor/ inclusion officer/special educator.
c. provision of specialized services like speech therapy, psychomotor therapy, mobility coaching, etc.
d. special needs supplies/assistive devices
e. eligibility for transportation.
The activities should be in line with the guidance note for the inclusion in NFE programmes.
Objectives
The inclusion officers will be responsible for the inclusion of children with disabilities in NFE programmes, with the tasks and responsibilities outlined below.
Scope of work and Deliverables
The Inclusion Officer will have the following duties and responsibilities:
- Guides the outreach workers /social workers/educators to identify and work with children with disabilities, families and communities
- Provides Mentoring and methodological support and guidance to regular teachers on including children with disabilities in learning (identifying special education needs, teaching techniques and teaching strategies for inclusion)
- Conducts special education needs assessment process of the learners or if necessary refers to formal assessment, for receiving specialized services or special needs supplies
- Oversees the organization of specialized services for children with disabilities as necessary
- Plans activities or support measures that are specific to each student’s abilities, supports finding solution to remove barriers
- Monitors the progress of the learners with special education needs and discusses with teachers and parents; collects data and maintains records of progress and development
- Ensures the correct reporting on disabilities, narrative reports and the Special needs tracking sheet
- Provides support and guidance to the families and ensures their engagement in family engagement activities
- Makes a recommendation on the pathway for the child after completion of the given course of study.
- Liaises with team leaders and Educators for identification of children in need of NFE, and for referral to next step in the pathway (formal education or another Non-formal opportunity)
- Participates in child protection and education sector meetings.

Profile
Requirements
QUALIFICATIONS AND SKILLS
Education:
- A university degree, special education, psychology, psychomotor therapy, speech therapy, physiotherapy, or other relevant areas
Experience:
- 2 to 3 years of professional experience in special education or inclusive education
- Strong familiarity with the concept of inclusive education
- Experience in teacher training is an asset
- Strong training & facilitation skills;
- Strong coordination skills
Language Requirements:
- Proficient in Arabic and English
