GBV Advisor

  1. Main responsibilities

Under the direct supervision of the Gender Coordinator and in very close coordination with the Medical Coordinato and program team, the Gender Based Violence (GBV) Advisor will be responsible of ensuring that GBV prevention and response activities are integrated into the programs and PHCCs service implemented by MdM.

He/she/they will be responsible for defining, supporting, and following up the smooth implementation of MdM intervention regarding GBV, in accordance with MdM standards, international standards and national policies. He/she/they will be in charge of identifying relevant GBV response and develop/adjust specific interventions to address services and/or sector gaps and needs.

  2. Organization, coordination and supervision of GBV Activities
  • Analyze the intervention context in relation to GBV, carry out and update the mapping of the actors involved in the response to GBV and develop a strong network in order to strengthen information sharing, synergies and coordination of the response;
  • Lead the definition and adaptation of the intervention for MdM’s prevention and response to GBV in the mission, in close collaboration with the medical team, programme team and HQ advisors, and in line with the context and MdM’s overall strategy on GBV;
  • Ensure the quality of GBV activities through regular monitoring and technical support to MdM program and partner  
  • Ensure the development, implementation or updating of tools for the management of GBV activities: Standard Operating Procedures, tools for data collection, management and analysis, technical guidance;
  • Actively participate to coordination efforts with consortium partners, GBV actors (e.g. GBV task force / working group), to facilitate information and good practices sharing and to ensure safe referrals of survivors based on updated and reliable referral pathway;.
  • Participate in defining and monitoring the IEC and community mobilization strategy and key messages related to GBV in close collaboration with the program team, partners and community representatives;
  • Participate in the writing of projects/proposals for donors by ensuring that prevention and response to GBV are properly integrated, in line with MdM's strategy in the mission
  1. Capacity building / training
  • Ensure implementation of developed GBV action plan under MdM projects;
  • Follow up and adapt if required the GBV action plan developed by MdM in its current project;
  • Identify the capacity building needs (training need assessment) of MdM team, MdM supported PHCC staffs and partners related to GBV and propose relevant training opportunities;
  • Adopt GBV prevention and response training manuals of MdM in line with national GBV guidelines;
  • Organise and/or facilitate training on GBV prevention, identification and response, in collaboration with the technical and programme team mainly with Gender Coordinator, SRH advisor and MHPSS teams;
  • Ensure the quality of the trainings provided and the use of a methodology adapted to adult training and to the sociocultural context;
  • Provide technical support to MdM staffs (e.g. case managers, HMOs supervisors) PHCCs staff and partners’ staff involved in monitoring and implementing the GBV activities of the project  
  • Collaborate with the programme team to set up a capacity building plan (including training and on the job support) to all frontline staffs involved in the provision of services to GBV survivors (e.g. Midwife, case manager, nurses, doctors);
  1. Communication, coordination, and representation
  • Participate in the development of external and internal communication strategy and tools on MdM’s response to GBV in the mission.
  • Participate in the dissemination of MdM's approach, results and lessons learnt on the prevention of and response to GBV in order to foster information sharing and mutual learning at the national level.;
  • Take part, if necessary, with the MdM team, partners or other actors to advocacy activities;
  • Represent MdM at thematic workshops, conferences and sector coordination on GBV, in the country and internationally.
  • Share to the Programme/Medical team the minutes of all clusters/working groups (e.g. GBV task force) where he/she/they/them represented MdM;
  1. Reporting and information management and internal coordination
  • Make sure that the GBV data reporting is in place, that it complies with the ethical standards applicable to GBV, that data collection tools are mastered and correctly used by the teams and that the indicators are monitored by the program teams;
  • Share to the Programme/Medical team any difficulties met in the field and propose solutions or adjustments;
  • Participate to internal MdM meetings and contribute to MdM monthly sitrep ;
  • Contribute to the preparation of new proposals or reports to donors.

Skills required:
BSc degree in a medical or paramedical field
Demonstrated professional experience of 2 to 3 years in the NGO field, including at least 1 year in direct management of GBV programs
Experience in working with PHCCs enrolled in MoPH network is an added value
Excellent knowledge of international and national standards and guidelines on prevention, identification, and response to GBV and ability to implement a response to GBV in accordance with the guidelines.
Knowledge, skills, and experience in providing/leading services to survivors of gender-based violence using a survivor-centered and multi-sectoral approach.
Ability to plan for prevention and response to GBV, critically analyze the context, trends and risk/protection factors, and solve problems.
Knowledge, skills, and experience in implementing primary and secondary prevention interventions for GBV, ideally in coordination with local organizations and community stakeholders.
Experience in technical support to partners and network facilitation.
Mastery and ability to apply adult learning concepts on GBV
Proficiency in Arabic and English language is mandatory.
