The Government of Lebanon now invites eligible individual consultants to indicate their interest in providing the services of Senior Software Developer for the Ministry of Education and Higher Education under Lebanon Emergency Crisis And COVID-19 Response Social Safety Net Project.

The Senior Software Developer will be selected in accordance with the procedures set out in the World Bank's Procurement in Investment Project Financing Goods, Works, Non-Consulting, and Consulting Services (dated July 2016 and revised in November 2020).
The Consultant will be evaluated based on the following criteria:
- A minimum of 7 years of hands-on experience in developing high performance and highly scalable software applications in an agile environment
- Frontend development: very good knowledge and hands-on experience in ReactJS (web development), and React Native (mobile development)
- Backend: .NET core and microservices architecture
- Devops: Experience in cloud Azure Service and Azure DevOps
- Previous experience working with Scrum methodology is a must
- Proficiency in C#, ASP.Net, JavaScript, and MS SQL are a must
- Experience in developing APIs for large scale projects
- Experience leading and managing large IT projects and rolling out IT infrastructures across various technologies
- Excellent working knowledge of computer systems, security, network and systems administration, databases, and data storage systems
- Strong critical thinking and decision-making skills
- Excellent project management skills and strong ability to prioritize
- A firm grasp on IT infrastructure and operations best practices
- Good command of written and speaking Arabic and English
- Experience with SQL and PL/SQL, Java and Oracle DB Server, MS SQL is a plus
- Experience in Database and application design
- Experience in .Net and MVC technology
- Experience in Web development tools such as PHP, HTML, Apex, Java, and XML

The expression of interest should be in the form of candidate’s CV. Once the short-list is finalized, interviews are expected to be conducted in order to finalize the selection process. Negotiations of the terms of the contract are expected to be conducted in September 2023.
