MEL Senior Expert (RF#202312)

I. INTRODUCTION

The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014, which aims to expand, manage, and protect Lebanon’s forests and landscapes through a community-based approach. We work on building resilient communities to environmental threats, increasing environmental awareness and education, advocating for forest conservation, and advancing research in the forestry field.

II. TASKS AND RESPONSIBILITIES

The full-time MEL Senior Expert reports directly to the Director and will work together with project managers and staff to:

• Develop MEL plans for projects and NGO strategy and provide guidance in the implementation and update of the plans.
• Support project teams in the development of data collection tools, train team members, and supervise regular data collection and compilation for all projects.
• Coordinate in collecting data against project indicators, including data collection on cross cutting issues such as gender, youth, Syrian refugees, etc.
• Supervise assigned MEL staff to record, manage and preserve monitoring, evaluation and learning data for all NGO projects in the MEL centralized database in a safe and accessible way.
• Analyze and discuss findings based on regular monitoring data
• Update the organization’s MEL policy and improve MEL procedures and processes to ensure data quality and integrity and proper knowledge management.
• Provide technical support on MEL and evidence-based recommendations to the relevant project managers and partners
• Support the communication specialist with data to be highlighted in success stories and social media postings and dashboards.
• Participate actively in the budgeting process.
• Participate actively in the proposal writing process
• Support in developing the periodical reporting to donors and the National working groups
• Provide the NGO director with regular detailed reports.
• Experience with various donor MEL guidelines is preferred (UNDP, USAID, Expertise France, UKAID, EU, etc…)

III. Requirements 

• University Degree preferably in agriculture engineer ,MIS, Business Administration, Economics or related field;
• At least 10 years of experience in the design and implementation of M&E/MIS;
• Experience in designing tools and strategies for data collection, analysis and reporting;
• Strong communication and interpersonal skills
• Commitment to human rights, gender equality, non-discrimination
• Flexible pro-active attitude
• Ability to work well as an individual and in a team
• Ability to manage an unpredictable workload in a challenging environment
• Languages: Fluency in spoken and written English, French is a plus
