IT Business Officer for the Ministry of Social Affairs under ESSN project

The Government of Lebanon now invites eligible individual consultants to indicate their interest in providing the services of the IT Business Officer under the Ministry of Social Affairs (MOSA) for Lebanon Emergency Crisis And COVID-19 Response Social Safety Net Project (ESSN).

The IT Business Officer under the Ministry of Social Affairs (MOSA) will be selected in accordance with the procedures set out in the World Bank's Procurement in Investment Project Financing Goods, Works, Non-Consulting, and Consulting Services (dated July 2016 and revised in November 2020).

The Consultant will be evaluated based on the following criteria:

  • Bachelor of Science degree Electrical and Electronics Engineering/Computer Engineering or related IT field;
  • 8 years of experience working in IT operations;
  • Solid experience in leading and managing large IT projects and rolling out IT infrastructures across various technologies;
  • Working knowledge of computer systems, security, network and systems administration, databases and data storage systems, phone systems;
  • Experience in supporting the IT needs of the implementation of large-scale cash-based assistance programs is a plus; 
  • Certifications in the following aspects is a plus: CompTIA Network+, CompTIA Project+, Information Technology Infrastructure Library (ITIL), Microsoft Certified Solutions Expert (MCSE).

LEBANON EMERGENCY CRISIS AND COVID-19 RESPONSE SOCIAL SAFETY NET PROJECT

IT Business Officer under the Ministry of Social Affairs

I. Background and Context  

The Emergency Crisis and COVID-19-Response Social Safety Net Program (ESSNP) Seeks to provide cash transfers and access to social services to extreme poor and vulnerable Lebanese populations affected by the economic and COVID-19 crises. A second additional financing was approved for the Project in May 2023, to scale up its activities to meet the rising demand in the country.

II. RESPONSIBILITIES

The IT Business Officer at MOSA will be mainly responsible of the below:

  • Monitoring and maintaining computer systems and networks;
  • Installing and configuring computer operating systems and applications;
  • Supporting the roll-out of new applications;
  • Managing Cyber Security policies;
  • Troubleshooting system and network problems;
  • Diagnosing and solving software faults;
  • Providing support, including procedural documentation and relevant reports;
  • Training and educating users on the current and new IT systems;
  • Collecting business requirements for software projects;
  • Following up on the development phase of national scale software projects;
  • Coordinating and facilitating communication with the development contractor company;
  • Ensuring effective collaboration and timely exchange of information with the development contractor company;
  • Acting as a liaison between the organization and the development contractor company;
  • Providing feedback and updates to the management regarding the progress and status of software projects;
  • Resolving any communication-related issues or conflicts that may arise during the development phase;
  • Ensuring that the development contractor company adheres to project timelines and deliverables;

III. QUALIFICATIONS AND SKILLS

  •   Bachelor of Science degree Electrical and Electronics Engineering/Computer Engineering or related IT field;
  • 8 years of experience working in IT operations;
  • Solid experience in leading and managing large IT projects and rolling out IT infrastructures across various technologies;
  • Working knowledge of computer systems, security, network and systems administration, databases and data storage systems, phone systems;

This position sits at MOSA and reports to the Minister of Social Affairs.

IV. DURATION OF THE ASSIGNMENT

This is a full-time assignment, for a period until February 29, 2024.

Application Submission Guidelines

The expression of interest should be in the form of candidate’s CV. Once the short-list is finalized, interviews are expected to be conducted in order to finalize the selection process. Negotiations of the terms of the contract are expected to be conducted in September 2023.
