General information

Brief information on the project

The German Agency for International Cooperation (GIZ) GmbH is a German government-owned organisation which implements development projects in over 130 countries worldwide on behalf of the German government. GIZ is involved in the Civil Peace Service program in 18 countries with more than 100 international experts and a similar number of local specialists. These experts support local non-governmental organisations and initiatives, state agencies and local authorities as well as national programs and institutions. They work on changing behaviours, attitudes and structures in the long term.  

The GIZ Civil Peace Service implements three projects in the sectors of dialogue, conflict transformation and media work in Lebanon. GIZ's CPS supports local CSOs in shaping societal change and sustainable development based on respect for human rights.

Context

GIZ is currently seeking a consultant to support a partner organization in improving  performance, as well as enhance  institutional capacity to effectively and sustainably achieve its strategic goals.

Tasks

The contractor shall provide the following work/service:

Strategic Planning and Monitoring:

Update the sustainable strategic plan for 2024-2028 aligned to partner Organisation’s mission, vision, and core values.

Guide monitoring and evaluation frameworks to assess the progress towards and impact of the Strategy.

Establish detailed written procedures to guide programs through a visible set of activities including milestones from start to finish. This shall include updating and/ or revising the procedures to monitor programs and plans.

 

Change Management, Knowledge Sharing, and Succession Planning:

Train and mentor partner Organisation staff on change management and leadership.

Support partner Organisation to promote a culture of knowledge-sharing, learning, and constant development.

Assist partner Organisation in overcoming resistance to change and encouraging a positive environment.

Set a clear succession plan.

 

Self-Care and Capacity Assessment 

Perform a comprehensive analysis of team members’ capacity building needs and set a capacity building plan.

Implement self-care training to the core team.

 

Financial Management

Develop a training policy for accounting and finance staff.

Develop a cost allocation policy.

Set a system to safeguard fixed assets.

Update the procurement policy to include clear procedures for the exclusion and ineligibility criteria and guidelines to deal with potential conflict of interest.

 

The Institutional Development Consultants shall deliver the following products:

Inception report detailing the detailed methodology to be adopted with a clear timeline within two weeks of contract signature.

Strategy 2024-2028 within two months of contract signature.

Monitoring and evaluation frameworks and procedures within three months of contract signature.

A detailed capacity assessment document supported by a proposed capacity-building plan within three months of contract signature.

Knowledge sharing policy within two months of contract signature.

Succession plan within four months of contract signature.

Cost Allocation Policy within one month of contract signature.

Training policy for accounting and finance within two months of contract signature.

A system to safeguard fixed assets within three months of contract signature.

An updated procurement policy within three months of contract signature.

 

The Consultants shall also deliver the following trainings:

Change management and leadership

Qualifications of proposed Expert

General qualifications

Master’s degree in Economics, Sociology, Political Science, or any other related field

A minimum of 5 years’ relevant professional experience in institutional development, organizational change management, and financial management. 

A track record of drafting high quality strategy and policy papers.

Strong knowledge of governance mechanisms, organizational structures, and best practices within the NGO sector in Lebanon.

Strong facilitation, interpersonal, and communication skills.

Experience in working within the refugee context is an advantage.

Business fluency in Arabic and English languages
