Health focal point

Summary of the Job and its Scope:
AMEL is looking for a Health Focal point for its SAQIRH project in Ain el Remmaneh. SAQIRH is a primary
healthcare project implemented in 6 PHCCs, 2 dispensaries, and 2 MMUs in South and BML. Within the
framework of the project, AMEL is providing a comprehensive package of health services under the LPSP
process. The Health focal point will be responsible for proper implementation of the health
services, ensuring that services are patient-centered and quality-based. He/She works under the direct
supervision of the Head of center and in close collaboration with the Health field Coordinator, field
pharmacist, Health information officer, medical coordinator, health coordinator and project coordinator.

Duties and Responsibilities:
1. Center Management and Leadership:
• Lead the PHCC team, fostering a collaborative and supportive work environment.
• Organize and direct center activities to for efficient use of resources.
• Convene weekly meetings with the center's team to discuss center management issues,set goals, monitor their achievement, and adapt as needed.
• Plan the center's annual work plan, assigning tasks to staff based on their qualifications and following up on its implementation.
• Plan in collaboration with the HR and the management team the capacity building plan for development opportunities for center staff.

• Administer staff leaves based on Amel leave policy and coordinate with the management team manage substitutes effectively.
• Identify HR needs, participate in the recruitment of new employees, distribute work tasks.
• Monitor employees' adherence to their assigned tasks, including punctuality, appearance, and overall work performance, ensuring that they maintain appropriate
conduct and adhere to the center's work ethics, organization, and standards.
• Review and assess employees' job performance and provide feedback as needed. Implement annual performance evaluations in coordination with HR for all employees,
including final recommendations.
• Maintain records and data related to employees' files, archiving them appropriately for future reference.
• Coordinate with the HR department and the management team for all employees inquires and documents, and share with the management team any applications
received at the centers level


2. Health Service Management:
• Oversees day to day operation at the center and ensure the alignment of the center's
activities with the daily needs of the beneficiaries.
• Lead monthly meeting with focal points from the communities to ensure effective.

• Address the concerns of beneficiaries and employees, ensuring professional and confidential handling of all related matters.
• In collaboration with the management team, HoC and Social worker proper implementation and monitoring of the feedback mechanism

3. Oversees the center's financial management
• Identify the basic needs of the center for its operation and financial sustainability.
• Support the HoC and the finance officer for budget and purchase request and their reconciliation on a monthly basis
• Maintain updated statistics and routine financial records, including data related to vaccines, medical equipment, pharmaceuticals, medical and non-medical supplies, and
furniture. Coordinate with the organisations management to ensure the center's
material needs are met.
• Follow up with the HoC the availability of petit cash, ensure proper documentations for all expenditures.
• Oversees the asset management including and medical and non medical equipment’s office supplies, and other material needed at the center. Ensure efficient use of
resources
• Continuously ensure the availability of essential drug list as per MOPH list required by the center that is sufficient for the centers beneficiaries.

4. Risk management and Occupational Safety:
• Ensure a healthy and safe environment for all staff and visitors, free from any hazards, in compliance with health and safety standards.
• Throughout the facility, take all necessary steps to promote a safety culture and maintain high levels of safety in the center and its services.
• Ensure annual training for safety management, including general safety policies and procedures, reporting accidents or incidents, and identifying and mitigating work-
related risks.

• Provide the necessary resources to meet the needs of implementing safety policies and procedures, including fire prevention, cleanliness, sterilization, and the safe use and maintenance of equipment and tools.
• Ensure that PPEs are provided, maintaining their safe use.
• Supervise and ensure the safe use of equipment and devices within the center, as well as maintaining them in coordination with the biomedical engineer.
• Investigate accidents and hazardous conditions to implement corrective or preventive
actions.

• Enhance the quality and performance of primary healthcare services.
• Participates in developing strategic plans for the center and development of projects
and initiatives that align with the center's strategic plan, establish feasibility plans for its
effectiveness and support the execution.
• Monitor and implement policies and procedures that comply with the accreditation
requirements set by the Ministry of Public Health for primary healthcare centers.
• Support the HoC in by participating in various committees within and outside the center.
• Take necessary and appropriate actions concerning environmental and infectious
disease control, including coordinating with relevant authorities (municipalities,
ministries, etc.).
• Participate in national campaigns and events.
• Prepare and submit reports on center activities (monthly, quarterly, and annually) in collaboration with the management team, and raise suggestions and recommendations for improvement.

• Participate in the development and implementation of various emergency plans, required by the quality officer.
• Take necessary actions when infectious diseases are present in the geographical area served by the center, in coordination with relevant authorities (Ministry of Health,
municipalities, etc.).
• Identify in collaboration with the team any gaps in terms of quality SOP specific to the center, to be discussed with the management and quality officer

5. Community engagement and network.
• Support the HoC in building professional relationships with local community organizations and institutions to establish and strengthen public relations, ensuring
collaboration for the benefit of the community.
• Support the HoC in engagement with the local community, and coordinate with neighboring healthcare service providers (public and private, individual practitioners,
specialists, and hospitals).
• Ensure proper update for the service mapping of the area in collaboration with the HoC and the social worker to maintain a proper referral mechanism.
• Review reports received by the center and provide guidance and directions as needed.

Qualifications and Required Skills

• University degree in a relevant field ( Nursing, Pharmacy, Public Health, Quality...).
• Minimum 3 years of experience in Primary Healthcare Centers, or any health facilities with at least 2 years in managerial position.
• Strong leadership and managerial skills.
• Excellent organizational skills.
• Good interpersonal skills and effective communication abilities.
• Public relations skills.
• Proficiency in computer usage.
• Proficiency in Arabic, English and/or French language.
• Familiarity with Phenics software is a plus.
